Job Title: Programme Associate – Food Systems & Resilience

JOB PURPOSE:
The Programme Associate will provide specialized support and technical analysis to advance WFP’s climate-smart food systems and resilience
agenda in Hirshabelle, Somalia. The role includes strengthening strategic collaboration with government institutions and UN agencies.
Working under the direct supervision of the Head of Food Systems/Livelihoods/Resilience in Beledweyne AO and with technical guidance
from the Strategic Outcome Three Manager at the Country Office, the job holder will engage with internal units (e.g., School Feeding,
Nutrition, Partnerships, Gender & Inclusion) and external stakeholders (e.g., Government, UN Agencies, NGOs). Responsibilities include
developing and implementing initiatives related to climate-smart food systems, livelihoods, resilience, climate change adaptation,
agribusiness, rural finance, market linkages, and capacity building.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
• Provide supervisory support and ensure timely project progress for WFP’s Food Systems interventions, particularly around food
value chains involving smallholder farmers and cooperatives.
• Directly support the implementation of food systems, livelihood, and resilience initiatives.
• Provide supervision and technical support for capacity building or strengthening and hands-on training in specialized areas related
to agricultural / livestock production, post-harvest loss management, and access to markets.
• Identify and manage potential partnerships, opportunities, and linkages with other stakeholders to improve food systems and
resilience interventions in target areas.
• Coordinate and supervise the cooperating partners and actively monitor progress and performance, ensuring that project deadlines
and targets are met.
• Act as a focal point for intervention proposals from CPs including:
• Review of proposals along with implementation caseload, geographical coverage, transfer modalities and minimum expenditure
basket, as well as the budget line items (keeping in mind the CSP rates)
• Prepare note for records (NFRs) for Technical Units’ review and endorsement by the Country Office
• Review/analyze and present CPs proposals for management approval and where applicable, adopt / implement recommendations
in revised NFRs or budgets.
• Manage and coordinate Field Level Agreements with Cooperating Partners (CPs), including communication and documentation.
• Coordinate beneficiary data management platform (SCOPE) and other related corporate systems like COMET to facilitate assistance
to served communities in Hirshabelle.
• Liaise with internal counterparts to support effective collaboration, implementation, monitoring and reporting of ongoing
programme activities.
• Act as a point of contact for resolution of a range of operational queries and problems. Oversee and/or review the work of other
WFP and partners’ staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and
deadlines.
• Prepare a range of reports (e.g monthly & quarterly reports), and data analysis (e.g., project sites surveys, market analysis, assistance
needs, resource utilization, programme status & performance) and highlight trends/issues ensuring deliverables adhere to
corporate standards and quality control.
• Foster relationships and communication with relevant stakeholders, such as other cooperating partners, UN agencies, coordination
mechanisms, government, and community members.
• Review, analyses and verify report documents and ensure accurate, timely recording of data within the specific technical area of
work and consistency of information presented to stakeholders.
• Support the capacity building of WFP staff, cooperating partners, and national government within a specific technical area.
• Guide cooperating partners and staff to document good practices and lessons learnt to strengthen WFP’s learning agenda,
demonstrate impact, and inform appropriate programme implementation adjustments.
• Perform other related duties as assigned by the immediate supervisor.

Skills and qualifications
Education:
• Completion of secondary school education OR University degree (Diploma/Bachelor) in agriculture, agribusiness, development
studies, economics, social sciences, or other fields relevant to development assistance.
Experience
• At least six (6) years of experience with a secondary school certificate OR University degree (Diploma/Bachelor’s) with a minimum
of one (1) or more years of experience in climate-smart, disaster risk reduction and resilience programmes design, implementation,
monitoring, and coordination with government and development actors.
Language Proficiency:
• Fluency (level C) in English language and Somali Language.
Other Skills
• Proven ability to work under pressure and independently on technical matters with minimal supervision.
• Experience in safety nets programming is an asset.
• Knowledge and experience in using beneficiary data management systems, such as WFP’s SCOPE, is desirable .
• Understanding of resilience and development programs in a humanitarian context.
• Experience in Programme Lifecycle and Food Assistance.
• Familiarity with Transfer Modalities (Food, Cash, Voucher).
• knowledge of specialized areas (e.g., Nutrition, VAM, etc.).
