TERMS OF REFFERENCE: CONSULTANT FOR TRAINING AND MENTORING OF WARDI SENIOR MANAGEMENT STAFF ON FUNDRASING AND ADVO CACY
WARDI Relief and Development Initiatives (WARDI) is a non-profit local organization established during the hunger and conflict crises in Southern and Central Somalia in 1993. Since its inception, it has been working in Hiran, Banadir and Lower Shabelle regions. Its mission is to provide a dignified life for needy people in Somalia through emergency relief and long-term development. WARDI responds to needs ranging from education, protection, water and sanitation, health, agriculture, and environmental conservation. WARDI is excellently integrated into local, national, and international networks and has maintained a trusting partnership with action medeor since 2011. action medeor is a medical aid organization based in Germany and works for improving the medical situation of people especially in developing countries since over 50 years. Together, several projects have already been successfully implemented in different regions of Somalia in the areas of health, WASH and food security. With funding from the German Federal Ministry for Economic Cooperation and Development (BMZ) and action medeor, WARDI is implementing a 3-Year project for improving access to quality of nationally standardized health services by strengthening the health systems in Banadir Region, Somalia. Specifically, the direct target group are approximately 88,000 people in Kahda district who use the improved health care in line with the new Essential Package of Health Services (EPHS) standards. Part of the project goal is to strengthen the local partner’s fundraising capacity/technique with the goal of creating a strong and vibrant department capable of sourcing and securing future funding and projects on its own. This will be accomplished by hiring an external consultant who is expected to provide training and mentorship for the WARDI senior management staff in Mogadishu. Further to this, the consultant will also review and develop WARDI-missing policies and strategies related documentation for the newly established department for improvement and operationalization.
Purpose consultancy
The main purpose of this consultancy is to provide strategic guidance and support to WARDI fundraising team. The consultant will assist in developing and implementing effective fundraising strategies, tools, and policies to secure funding for the organization’s programs and initiatives while focusing on diaspora communities and big corporate within and outside Somalia. The consultant will conduct mentorship sessions for the fundraising team to enhance their capacity and skills in fundraising techniques and best practices.
Specific task
i. To review WARDI’s existing policies, strategies, and documents related to fundraising and communication in order to understand its potential gaps and challenges
ii. To develop a tailored fundraising strategy aligned with WARDI’s mission and objectives, focusing on diversifying funding sources and maximizing revenue generation
iii. Develop measures and tools for the fundrasing department.
iv. To outline the proposed work plan and methodology and submit it in the initial proposal
v. Provide guidance and support in identifying potential funding opportunities, including government grants, foundations, corporate sponsors, and individual donors.
vi. Assist in the preparation of grant proposals, sponsorship packages, and fundraising materials, ensuring alignment with donor requirements and organisational priorities.
vii. Deliver training sessions or workshops for the WARDI senior management teams on effective fundraising techniques, donor cultivation, stewardship, and engagement strategies.
viii. Deliver mentorship sessions for the fundraising and communication teams on job training
ix. Collaborate with WARDI’s leadership and staff to integrate fundraising strategies into programme planning and implementation processes.
x. Provide ongoing support and guidance to the fundraising team, including monitoring progress, addressing challenges, and adjusting strategies as needed.
xi. To integrate the fundrasing and communication developed strategies and come up with one single document for the department guidance
Duration
The planned Training workshop will be implemented in two phases accordingly over the project duration. This includes.
§ 5 days Training/mentorship in fundraising and advocacy
§ 5 days Strategy and policy development for the organization.
Deliverables
· A detailed work plan of the entire consultancy including a comprehensive methodology.
· The adapted training and mentoring package to include all the relevant modules, validated resource materials.
· Fundraising capacity development plan, detailing the timeline, engagement, roles, and responsibilities of WARDI team.
· Final Report, detailing key outputs, results, strengths, recommendation, and challenges, from the fundraising support provided by the project and in accordance with the actual context in Somalia.
Skills and Qualifications
· Proven track record in fundraising, with a focus on securing grants, sponsorships, and donations for non-profit organizations or similar entities.
· Proven experience working in Somalia with local and/or International organizations.
· Minimum bachelor’s degree in business, operations, communications, marketing, or related analytical discipline preferred.
· Strong understanding of fundraising principles, advocacy techniques, and best practices.
· Experience in developing fundraising strategies and delivering successful fundraising training and planning.
· Knowledge of the humanitarian sector and familiarity with potential funding sources in Somalia and the region.
· Fluent in spoken and written English and Somali language
· Excellent communication skills, both verbal and written, with the ability to convey complex concepts and ideas clearly and persuasively.
· Ability to design and facilitate interactive workshops, coaching sessions, and peer learning opportunities that cater to different learning styles and organizational needs.

· Samples of training’s guidelines, protocols, evaluation forms, and reports (confidentiality is guaranteed)
· Financial offer with clear distinction of daily honorarium travel expenses and taxes. The budget should present consultancy fee costs over the entire period of working days.
· Signed copies of annex I (the contractor declaration), annex II (the declaration of honor statement), and annex III (the fraud and anti-corruption guidelines and its declaration).
