JOB DESCRIPTION – Staff Health Officer

Background:
SRCS is an independent, non-political humanitarian organisation. It was established in April 1963 and became a legal entity following Presidential Decree No. 187 in 1965. SRCS has operated continuously throughout the country’s period of civil war and political divide and is credited for its unity as one National Society. It operates through a network of nineteen branches with activities spread all across the country.
Overall Job Purpose
Staff Health Officer is the focal point for all matters relating to the health of SRCS staff. In line with SRCS HR Policy and staff health strategy and in collaboration with medical personnel on the spot, s/he promotes and maintains the physical and mental health of SRCS staff. S/He implements the staff health strategy in seven identified domains: Staff health policy; Prevention; Health care and medical emergencies; Stress management and crisis situations; Health insurances; Management of medical information; Monitoring, assessment and feedback.
Essential Duties & Responsibilities
General Duties:
Carries out health briefings for all new SRCS staff.
Evaluates the medical structures available and quality of services provided to the SRCS Staff.
Staff Health Officer provides feedback and recommendations on issues related to the staff’s health.
Provides support and Advice to SRCS staff with health problems.
Briefing on management of medical emergencies.
Maintains good working relations with the Health Insurance Company and with Clinics/Hospitals regarding staff health.
Collects general medical data, produce a trimestral report, and contribute to the client satisfaction monitoring in terms of their level of satisfaction and potential improvements to be made. The results of the analysis will be shared with all those involved with a view to continually improving the quality of the services provided.
Monitors all SRCS Staff sick leaves with the SRCS HR Department.
Strict medical confidentiality is warranted towards individual medical information of all SRCS staff.
Provides direct medical advice or to refer to external consultations as needed.
Ensures that all staff is informed about reaction mechanism in case of harassment in the workplace according to institutional guidelines and offer medical support if needed.
Ensure national health protocols and guidelines are used.
Monitors the sick leave certificates for the staff in coordination with HR Manager and HR Director as stipulated in the SRCS staff HR manual.
Assessment and management of referral facilities safety of access for all employees in the coordination office and all branches.
Provides direct medical advice to the staff or to refer to external consultations as needed.
Ensures support to management in the implementation best institutional practices in stress management according to the organization’s HR policy.
Ensures that all staff is informed about reaction mechanism in case of harassment in the workplace according to institutional guidelines and offer medical support if needed.
Staff Heath insuarance
Heath management for all staff is a handled according to the HR manual and to the relevant Insurance company procedures for temporary and fixed contracted staff (i.e.: ensuring that employees use the medical facilities selected, the request of the use of other facilities/specialists is case by case examined, ensuring that medical invoices for illnesses for staff are authentic and consistent with the prescription and clinical history)
The arrangements regarding health insurance for SRCS employees are updated and adapted according to needs (i.e.in case change of reference structures and or new emerging needs).
Support is provided for the administrative tasks related to staff health cases (i.e. handling originals of invoices, documents for financial audit, “medical fees detailed overview” spreadsheet), in strict medical confidentiality.

Skills and Qualifications
Educational Qualifications & Professional Training:
Bachelor’s degree or equivalent professional qualifications in Medical, Public Health, Nursing or Medicines.
Diploma of Business Administration or Human Resources is an asset/added value.
Language Requirement: Demonstrate proficiency in Somali and English languages
Relevant Experience:
• Minimum 4 – 5 years in similar field.
• At least 3 years’ experience implementing the delivery of integrated humanitarian assistance to vulnerable communities.
