Title: Research on the negative impacts of climate change on clan conflicts and the prevalence of SGBV related crimes in the Eastern regions of Somaliland.

1. Background
Somaliland Non-State Actors forum SONSAF is a leading civil society platform that aims to engage all Somaliland Non-Stat actors by improving their capacity and position. Since its establishment in 2008, SONSAF’s mission and primary objective are to enhance non-state actor’s voice through better coordination and networking that contributes in helping Non-state actors to possess a vibrant space in policy dialogue arena especially, peace-building, security, democratization, development sustainability and have concrete influence in formulating policies that address the needs of all citizens. Overall, civil society and nongovernmental organizations (NGOs) can influence individual behavior and the institutions involved in all development sectors.
SONSAF is currently implementing a climate change related project funded by CISU – Civil Society in Development- Denmark through Guryosamo. The project has two main objectives;
– To increase the understanding of Somaliland people’s perspective on climate change effects.
– To examine the role of climate change in clan conflicts and the prevalence of SGBV cases.
2. Overall objective of the consultancy
The main objective of this consultant is to deeply investigate the climate change, resource scarcity, clan conflict and SGBV prevalence in Somaliland’s Sanaag, Sool and Togdheer regions. In addition, the consultant shall examine the correlation between climate change clan conflicts and SGBV prevalence. The research finding will provide evidence-based guidelines for promoting the adaptation steps to the climate change effects with the expected outcomes of reduced clan conflicts, especially over water and grazing and to combat SGBV related crimes through advocacy and access to justice.
3. Scope of work
The consultant is expected to conduct desk review for the relevant documents available on this matter, organize personal interviews and focus group discussions with relevant stakeholders. following key activities will be carried out by the consultant;
– Submit detailed research plan and methodology of research implementation during his/her assignment.
– Conduct desk review on relevant data with this study.
– Conduct key informant interviews and focus group discussions.
– Map out the climate change effects and its impact on clan conflict and SGBV prevalence.
– Develop easy to understand questionnaires focusing on reliability and validity of the research questions.
– Lead the process of data gathering including distribution of questionnaires, data cleaning, and summarizing.
– Submit monthly progress report of the research during the three months’ contract
– Submit a detailed study with recommendation discussing the adaptation steps to the climate change effects and its impact on clan conflict and SGBV prevalence in eastern regions.
4. Reporting
The consultant will directly report to the program manager
5. SONSAF responsibilities
– Assist in coordination with civil society organizations and other target groups meetings.
– Review research progress and provide feedback as necessary
– Organize assessment validation and launch event.
6. Key deliverables
Inception report: Detailed inception report, work plan with research design.
Monthly progress report: The consultant shall prepare monthly report to SONSAF
Final Report: The final report of this assignment shall consists at least the following sections.
– Maximum four pages summary providing, background, methodologies, findings, conclusion and recommendations.
– Main report, detailed report consisting of maximum 30 pages.
– Consolidated annexes
– Submission of two hard copies and one soft copy of final research report
7. Time frame
The consultant must conduct assessment activities and produce final report within three months’ period.
8. Duty station
The duty station of this assignment is Hargeisa with travel toTogdheer, Sool and Sanaag regions.
Skills and Qualifications
– Bachelor’s or master’s degree in research, environmental science, law, human rights, political science, international relations or closely related discipline or relevant fields.
– The consultant should possess working experience in Somaliland regions and experience working with regional and international organizations.
– Minimum of ten (10) years of relevant experience, preferably in conducting assessments/research, workshop and capacity building.
– Profound knowledge of Somaliland climate change effects.
– Professional research knowledge with similar research experience in climate change, clan conflict and Gender Based Vilence.
– Experience in Research process in both qualitative and quantitative approaches.
– Deeper knowledge of research tools including questionnaires, research checklist, digital research tools.
– Ability to conduct in-depth analysis and reach relevant conclusions in the specific area of climate change.
– Good computer skills and data analyses tools (Microsoft Applications, SPSS, STATA, Tableau, Power BI and R programming).
– Excellent presentation, interpersonal, empathy, communication, and facilitation skills.
– The ability to produce excellent written reports demonstrating analytical and communication skills in both Somali and English.
