Position: Logistic & Procurement Officer

Report to: Program Director

Location: Mogadishu

Contract Details: 1 year contract with renewable depending on funding availability

SHACDO Background:

Shabelle Community Development Organization (SHACDO) is a local nongovernmental humanitarian and development organization which has its headquarters in Afgoye District, Lower Shebelle and sub project office in Mogadishu. SHACDO is mandated to assist vulnerable communities living in their operational area to achieve major improvement in their lives. SHACDO prioritizes to identify the most appropriate targets for their projects where the poorest communities are suffering most. Pursuant to this mission, SHACDO in partner with CONCERN Worldwide is implementing a number of projects to in Lower Shabelle Region. As part of this and subject to availability of the fund SHACDO is looking a qualified Logistic & Procurement Officer for their programme. The logistics & procurement Officer will be based in Mogadishu with frequently travel to programme areas in lower Shabelle region.

Job Description:

Core Functions / Responsibilities:

· Assists in the design and management of logistics system and operations for the organization.

· Assists in the development and implementation of logistics planning through coordination with Operations/Programmes Sectors.

· Provide technical advices to maximize operations of field activities.

· Manages the office vehicles fleet and ensures efficient organization of transports; Ensures efficient maintenance of vehicles, and ensure that designated drivers adhere to standard operating procedures; Monitor fuel consumption and vehicle tracking system;

· Administer day to day scheduling of vehicles. Ensure timely and cordial reception of visiting SHACDO missions, staff and experts coordinating with outsourced services, as required.

· Ensures compliance of vehicle drivers with national traffic laws and reports accidents to Management.

· Support to administrative and logistical services including events facilitation, meetings/workshops and transport of equipment and stationery as needed;

· Manage supply inventory and stock supplies including maintenance of stock list of stationery and cleaning supplies, distribution of stationery and cleaning supplies as required by staff and keeping a log of distribution;

· Assist and coordinate tender committee and procurement Unit in the provision of logistic support for the supply of goods for field operations if required;

· Maintain accurate and up-to-date local inventory records with responsibility for proper recording of assets, their maintenance and safeguard in local database. Report any missing or lost items and repairs/replacement needed for damaged or obsolete items;

· Report regularly on logistics matters;

· Perform other related duties as required.

Skills and Qualifications
Master’s/bachelor degree in Logistics, Transport, Procurement, logistics, or any other relevant field •

A minimum of five years of logistics experience, preferably primary level health service delivery •

A demonstrated record of ensuring availability of supplies, preferably essential medicines in complex environments •

Demonstrated experience in conflict-impacted, fragile settings. Experience in Somalia is strongly preferred •

Experience developing operational and logistics capacity in required •

Detail oriented with excellent record keeping skills •

Experience with transport management systems •

Willingness to travel to a remote, rural area •

Experience implementing and overseeing stock keeping systems
