TITLE: Program Development Coordinator

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Program Development Coordinator will work with the Head of Program Development to proactively seek out and disseminate information on new funding opportunities for the ongoing response; cultivate excellent relationships with donor agencies, the government, partners and SC Members; and coordinate the development of funding proposals in order to maintain and diversify the country office’s portfolio.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions:
Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.
KEY AREAS OF ACCOUNTABILITY:
Identification of donor opportunities
Pro-actively seek information on prospective new funding opportunities
Disseminate information on new funding opportunities from bilateral, multi-lateral, and other institutional donors to relevant stakeholders
Ensure key contacts, required formats, donor strategies and engagement plans are kept up to date at the country office level
Facilitate donor engagement
Cultivate excellent working relationships with donor agencies at regional and country level, as indicated by the line manager
Cultivate excellent working relationships with SC members at head office and regional level to ensure coordinated donor engagement
Represent the Somalia office in relevant donor fora, workshops and conferences where funding opportunities can be formulated, as indicated by the line manager
Coordinate proposal development (80%)
Set and track proposal development timelines, and ensure coordination amongst teams (Programme Development and Quality (PDQ), Programme Operations, Finance, Human Resource, Security, Member Services, and external stakeholders where relevant)
Provide direct input, guidance and support to proposal development teams for high-value or complex proposals or bids
Represent Save the Children (along with technical experts) in consortium meetings regarding project design and proposal development
Organise and facilitate field visits, meetings and workshops with donors, field teams, government and partners necessary to develop and finalize proposals
Review and edit proposal documents to ensure consistency, clarity and quality in line with Save the Children quality standards, including the facilitation of internal review and sign off processes
Finalize and submit proposals to donors on time according to donor specifications and deadlines
Work with the Awards Management team and Member Services team to maintain proper records and filing of final submissions and approved proposals

Skills and Qualifications
QUALIFICATIONS
Advanced degree in an area of international studies, social development or equivalent
EXPERIENCE AND SKILLS
• Minimum of 4 years of progressive work experience in fundraising environment
• Substantial and proven experience of coordinating the development of/writing winning proposals with key institutional donors (including DFID, ECHO, European Commission, NORAD)
• Excellent writing/editing skills and budget development skills, with high attention to detail
• Highly developed interpersonal, presentation and communication skills to work effectively with other team members/departments, as well as influence, inform and negotiate with partners and donors
• Sound personal organisational skills, including time management, ability to meet deadlines, multi- tasking, prioritisation of tasks, and working under pressure
• Must possess a strong work ethic, have confidence, take initiative and be a self-motivated, enthusiastic team player as well as individual contributor
• Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures
• Fluency in English, both verbal and written, required.
• Commitment to and understanding of Save the Children International’s aims, values and principles
• Information Communication Technology literate
