TITLE: National Climate Resilient Officer

TEAM/PROGRAMME: Norad Framework Agreement (2024-2028)

LOCATION: Mogadishu/Garowe

GRADE: 4

CONTRACT LENGTH:

12 months with a possibility of extension depending on funding

CHILD SAFEGUARDING: (select only one)

Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

The Program Officer – Climate Resilient will provide technical oversight of the implementation of the NORAD framework’s Climate Change Adaption and Mitigation component ensuring effective systems and processes are in place that support high-quality programming. He / She will ensure high-quality implementation and continuously work towards ensuring that activities of Climate Change Adaption and Mitigation lead to desired impact. He/she will apply an in-depth contextual understanding, technical knowledge, experience in locally led climate resilience, capacity building skills and integrated interventions to define and deliver the unique integrated interventions of climate resilience in local education systems and Child Right Governance in Somalia.

The Jobholder will focus on the implementation of climate resilience in Somalia/Somaliland throughout the framework programme outcomes. The Jobholder will work collaboratively with education, Child Protection and Child right Governance to ensure systemic integration climate resilience throughout the intervention implementation to ensure programme outcomes are successfully realised.

Dimensions:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 700 staff.

KEY AREAS OF ACCOUNTABILITY:

Planning and risk analysis:

· Prepare detailed climate resilience implementation plans and ensure that it is well aligned with the rest of the component of the program implementation plan in in coordination with the education, CP and CRG team,

· Work with the school administration to ensure the development of school disaster preparedness plans with the school community, mitigation and adaptation plans.

· Guide the school community to identify and profile climate hazards and particularly vulnerable groups especially people with disability at present and future,

· Guide the school community to identify the climate risks to the local education systems present and future,

· Guide the school community to identify the climate vulnerabilities and the climate relevant assets and capacities within the local education systems,

Technical Support to Implementation

· Facilitate the school community to undertake environmental and social safeguard screening of the education programmes and develop mitigation measures.

· Facilitate the develop and update contingency plans for educational continuity.

· Guide the identification of opportunities and entry points for climate action within the local climate education system,

· Facilitate the development of localized Standard Operating Procedure for disaster and emergency response and guide full simulation drill, held annually, at all levels, to practice response preparedness and review response plans.

· Facilitate the establishment, training, and equipping child centered DRR clubs in the schools.

· Facilitate the integration of teachers’ training and teacher professional development to integrate climate topics.

· Provide technical guidance to support schools to invest in greening such as planting tree, water conservation and offer experiential learning opportunities for students.

· In collaboration with education and CRG teams, facilitate national and sub-national plans for risk reduction and management, with focus on safety and security, continuity, and protection of school investments.

· In collaboration with Child Protection team, support parents and caregivers as partners in sustaining children’s learning, with mental health and psychosocial support

Monitoring, Evaluation, Accountability and Learning (MEAL)

· Monitor the climate literacy teaching for behaviour change and stimulation of student agency.

· Guide the valuation of the spill-over effects that climate literacy in schools have on the broader community in terms of advocacy and collective action.

· Support the implementation of the accountability and learning framework for the organization.

· Participate in the filling of the monthly activity target tracker and quarterly Indicator Performance Tracking Table Tracker

· Build capacity and provide direct backup technical support supervision to partners and other community resource persons engaged in the project, in collaboration with the district technical staff.

· Participate and contribute to project reviews as required.

· Monitor daily expenditure to ensure project budgets are spent within acceptable limits and timelines as per set and approved monthly, quarterly, and annual budget forecasts.

· Track budgets to avoid over and under expenditure and most importantly follow donor requirements.

Coordination and advocacy

· Participate in coordination of all climate change and mitigation interventions at sub national levels in the areas of intervention.

· Generate timely, consistent, and accurate monthly and quarterly Progress reports.

· Actively participate in generation of semi-annual reports donor reports demonstrating clear contributing towards overall goals and intended outcomes.

Skills and Qualifications
QUALIFICATIONS, EXPERIENCE AND SKILLS

Essential

A minimum of Higher Diploma Qualification or bachelor’s degree in environmental sciences, Agriculture Education, Climate Change, Natural Resource Management, Social Science, Agricultural Economics, or related discipline. With proven and demonstrated experience in disaster recovery solid understanding of the concepts and principles of disaster, risk reduction, such as hazards exposure, vulnerability capacity and resilience in Disaster risk Reduction, and climate change adaptation.
At least 3 years working experience in implementation in humanitarian and development programmes.
Experience in coordinating and/or implementing natural resources management, climate adaption, Disaster Risk Reduction and Resilience programmes.
Experience of implementing and coordinating child-rights and child-led programmes is an advantage.
Experience with social and behavior change models and strategies and their practical application at the community level to achieve measurable change key areas.
Experience with participatory community-led approaches to design and implementation of programmes.
Experience with partner capacity assessment, capacity building of local partners.
Experience in working through education systems and locally led adaptation
Desirable

Thorough understanding of Save the Children working principles and approaches of Child Participation, Child Rights Programming, Partnership, Child Safeguarding, Zero Tolerance, Monitoring and Evaluation, Programme Integration etc.
Ability to intervene with crisis management or troubleshooting as necessary.
Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
Experience with qualitative and digital Monitoring, Evaluation, Learning and Accountability methodologies and tools (most significant change, outcome mapping/harvesting, Kobo, Power BI, etc.)
Excellent time management and planning capacity.
Excellent planning, coordination and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks, and responsibilities.
Computer literacy and excellent documentation skills are necessary.
Availability and willingness to work extra hours during times of humanitarian responses
