11 BACKGROUND

1. SOM Together for Inclusion (TOFI) project.

In Sub-Saharan Africa, persons with disabilities-PWDs mention stigma, social exclusion, and lack of access to quality education and employment as examples of basic human rights violations that they face every day. For the world to achieve the Sustainable Development Goals (SDGs), special attention must be given to the rights of persons with disabilities, as outlined in the UN Convention on the Rights of Persons with Disabilities.

The Together for Inclusion (TOFI) Consortium of Norwegian disabled persons’ organizations (OPDs) and some of the largest and most respected NGOs in Norway brings together their experience and expertise to deliver an innovative, multi-country programme. Combining the development expertise of large NGOs with OPD’s specialized rights-based approach, TOFI puts persons with disabilities in the driver’s seat and aims to reach the most marginalized with high-quality, sustainable interventions to promote disability rights advocacy, inclusive education, and economic empowerment in six sub-Saharan countries – Ethiopia, Mozambique, Niger, Somalia, South Sudan, and Uganda. The project targeted adults and children with disabilities, Organization of Persons with disabilities (OPDs), schools and learning centres, and a range of institutions related to social protection and economic empowerment.

The Most Significant Change (MSC) technique is a participatory monitoring and evaluation approach that involves collecting and systematically analysing stories of significant change from various stakeholders. This qualitative method complements quantitative data by capturing the perspectives, experiences, and values of those involved in or impacted by a project or intervention.

In the context of the TOFI (Together for Inclusion) project in Somalia, the MSC technique will be used to gather stories of significant change from persons with disabilities, OPDs, schools. This approach will provide valuable insights into the project’s impact on disability rights advocacy, and inclusive education, which are the core focus areas of the TOFI project.

PROJECT LOCATIONS

Save the Children continued support two organizations of persons with disabilities namely, Somali disability

empowerment network (SODEN), Somali disability network (SDN), in Banadir region.

GENERAL OBJECTIVE

a. The purpose of this consultancy is to collect Most Significant Change stories from beneficiaries of the

TOFI project in Somalia, following the prescribed MSC methodology.

Specific Objectives

a. To collect stories as per the prescribed methodology with TOFI project beneficiaries using the Most

Significant Change (MSC) Story Collection Form provided by Save the Children.

b. To translate collected stories into English

c. To share stories with TOFI evaluation/technical team as per prescribed timelines.

d. To ensure ethical considerations, such as obtaining informed consent and maintaining confidentiality, are

followed during and after story collection.

SCOPE OF WORK

• The Consultant/Consultancy firm will collect, transcribe, and translate most significant stories as per the

prescribed methodology with pre-determined beneficiaries (persons with disabilities, DPOs, schools and

students with disabilities) in TOFI target geographies1 (Mogadishu). It is anticipated that two consultants in Mogadishu will be required to work in parallel.

• The scope of work for this exercise includes but is not limited to the following:


Attendance and active participation in 3 days training on TOFI Most significant change (MSC)process and story collection templates.

• Attend multi-day remote training on Most Significant Change (MSC) process.

• Pre-test Most Significant Change (MSC) process and tools during training.

• Finalise Most Significant Change (MSC) plan.

• Collect and submit (original paper-based) and translate the most significant stories (50 stories) into English as per the prescribed methodology and tools.

• Complete and submit all additional documentation (consents, etc.) in a timely manner as agreed upon.

• Maintain regular communication with the Save the Children’s TOFI project MEAL manager and ACCM team during the story collection process.

• Ensure to use accessible formats for data collection and storytelling, such as Braille and sign language.

• There will be neither audio and videorecording nor photo-taking.

7. Deliverables of consultant:

• As per the donor requirement the following are the expected deliverables.

• Share completed participant lists (50 total for Mogadishu), consent forms (50) and other required documentation.

• Share original paper-based stories drafted by beneficiaries in Somali version and translated version into English for all the collected stories (50 for Mogadishu).

• Participation in at least 1 debriefing meeting on daily basis with the TOFI project and technical assistance team.

• Contact the beneficiary to clarify and seek additional details about their MSC stories.

8. Deliverables of Save the Children International:

• Save the children International will bring every five (5) beneficiaries in one place, then the consultant will collect the story from them one by one, it continuous like that until we collect story from 50 beneficiaries which will be equally divided by the two consultants.

• Establish local country group membership to participate in pre-scoring workshops

• Develop and share planning and sampling framework with the consultant.

• Save the Children International Advocacy, Communication, Campaigns & Media (ACCM) and Research team to review, double check the quality of the stories shared by the consultants to and ensure it is in line with standards and guideline of the protocol on daily basis.

• Area ACCM and research team to attend training with TOFI Project team.

• Facilitate Most significant change (MSC) story collection process training for the consultants and enumerator.

• Review and pre-score each story for first round story selection for each indicator.

• Submit to Save the Children international Technical Advisors (TA)

9. Story collection involves the following outcomes


Outcome 1110: People with disabilities reporting improved agency and opportunities to participate in local/ national level decision making.

• Outcome 1120: DPOs reporting improved capacity to influence local and national decision making.

• Outcome 1230: % and # of educational institutions with inclusive teaching and learning environments

• Outcome 1234: Teachers reporting improved inclusivity of curricula, assessments and teaching and learning materials.

10. Reporting and coordination: The consultants will report directly to the designated ACCM and MEAL leads and will be required to maintain regular communication and provide updates on the progress of the story collection process.

11. Data management and confidentiality: The consultants will be expected to follow strict protocols for data management and storage to ensure the confidentiality and secure handling of collected stories and personal information.

12. TIME FRAME

• The consultancy work will last approximately 14 days including excluding two online days training. The days will start by the date the contract is signed.

TERMS AND CONDITIONS

• Consultancy fee: The consultant will come up with his/her own rate which will be subject to negotiation within the bounds of donor requirements and set standards of SC in Somalia the consultant is expected to estimate all relevant costs for the exercise, including costs for data collectors, vehicle rent, venue, stationary, standardization test and accommodation while undertaking activities related to this assignment.

CODE OF CONDUCT

Save the Children’s work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children’s rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children’s Code of Conduct sets out the standards which all staff members must adhere to, and the consultant is bound to sign and abide to the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not therefore disclose the same or thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation, and implementation of the consultancy agreement.

Copyright and intellectual property:

In consideration of the fees paid, the consultant expressly assigns to Save the Children any copyright arising from the work the consultant produces while executing this contract. All stories collected, the consultant will not use, reproduce, or otherwise disseminate or authorize others to use, reproduce or disseminate such works without prior consent from Save the Children International Somalia.

ETHICS AND CHILD SAFEGUARDING

Consultants will collect stories in an ethical manner making sure children and project beneficiaries including best practices for collecting stories, using a non-judgmental tone, obtaining informed consent, participant privacy and confidentiality, and data security measures. The TOFI Consultants will undergo intensive training with focus on the ethical aspects of data collection and how to ensure the dignity and psychological safety of study participants, including gender sensitive, child-friendly and inclusive methods. A contract will be signed by the consultant before the

commencement of the action. The contract will detail terms and conditions of service, aspects of inputs, and deliverables.

• A technical proposal with a detailed response to the TOR, with a specific focus on the scope of work, methodology, and timelines, and how the participation of persons with disabilities in the evaluation will be ensured.

• Firm/company profile on handling the related assignment if the consultant is firm.

• Personal CVs for individual consultants highlighting qualifications and experience.

• Contact details of referees which shall be organizations for whom you have produced films or documentaries.

• Financial proposal indicating consultancy fee per case story documented and translated into English. See the story collection form at the end of the TOR.

• Both technical and financial proposals shall not exceed five pages.

• At least two previously conducted similar studies.
