Job Title: Financial Inclusion Specialist
Location: Somalia
Project: Adaptive Agriculture and Rangeland Rehabilitation (A2R2) Project
Reports to: Project Manager
Employment Type: Full-time
Duration of employment: Up to One year; following successful completion of six-month probationary period.
About the Project:
The Adaptive Agriculture and Rangeland Rehabilitation (A2R2) Project aims to enhance agricultural productivity and rehabilitate rangelands in Somalia. The project focuses on climate-adaptive agricultural practices and sustainable land management to improve the livelihoods of local communities and ensure food security.
Job Summary:
The Financial Inclusion Specialist will work within Project Implementation Unit to provide strategic guidance and expertise in the field of financial inclusion and Community resilience, with a specific focus on the development of the Community Resilience Plans, Strengthening of the Community Resilience Groups and ensuring efficient and effective investment of the Community Resilience fund.
Key Responsibilities:
1. Financial Services Development:
o Identify and develop financial products and services tailored to the needs of smallholder farmers and pastoralists.
o Collaborate with microfinance institutions, banks, and other financial service providers to design and implement inclusive financial solutions.
2. Develop comprehensive Community Resilience Plans:
o Collaborate with stakeholders to create resilience plans that identify vulnerabilities, risks, and appropriate strategies for enhancing community resilience in targeted project areas.
o Facilitate workshops and engage with community members to gather insights and inputs for the development of resilience plans.
3. Establish and support management of Community Resilience Funds:
o Identify and engage community leaders and members to form Community Resilience Groups focused on building community resilience.
o Work with relevant stakeholders to set up and manage a Community Resilience Fund, ensuring it aligns with project objectives and priorities.
o Develop guidelines and procedures for accessing and utilizing the fund, in coordination with stakeholders and community representatives.
o Facilitate the process of development of Investment proposals Initiate procurement Processes for priority investments as proposed in the Community Resilience Plans.
4. Monitoring and Evaluation:
o Develop and implement monitoring and evaluation frameworks including indicators to assess the impact of financial inclusion initiatives on project outcomes.
o Prepare regular reports on the progress and challenges of financial inclusion activities.
5. Risk Management:
o Identify and assess potential risks associated with community-level financial transactions and develop mitigation strategies.
o Develop risk register and track risk issues and mitigations.
o Ensure compliance with project and donor financial regulations and policies.
Skills and qualifications
● Bachelor’s degree in Agricultural Economics, Economics, Business Administration, Finance or a related field. A Master’s degree is preferred.
● At least 10 years of experience in financial inclusion, microfinance, or related fields, preferably within the agricultural sector.
● Proven track record in developing and implementing financial products and services for rural communities.
● Strong understanding of the challenges and opportunities in the Somali financial sector.
● Experience in capacity building and training, with excellent facilitation skills.
● Ability to work collaboratively with diverse stakeholders, including financial institutions, government agencies, and community organizations.
● Strong analytical and problem-solving skills, with the ability to design and implement effective financial strategies.
● Excellent communication and interpersonal skills, with proficiency in English. Knowledge of Somali is an asset.
● Willingness to travel to project sites and work in challenging environments.
