PSI is the Health Technical Partner supporting the Federal Government of Somalia in the implementation of its national Female Health Worker (FHW) Program, across five Federal Member States, and the Benadir Regional Administration. The FHW program aims to provide quality primary health care services to underserved communities and strengthen the government’s capacity and is funded by the Federal Government of Somalia with support from the World Bank.

PSI seeks a Chief of Party/team leader for the Female Health Worker Program, who will be responsible for leading the successful project implementation of the FHW project. He /She will be accountable for the delivery of all aspects of the projects, including technical implementation, financial and administrative compliance and oversight and supervision of project staff, oversee the project team, provide high-level technical thought leadership, be responsible for using evidence action to improve project performance and liaise with national stakeholders, such as Ministry of Health officials and other key stakeholders.

Your contributions

1.0 Program Leadership & Management, including financial oversight and compliance.

· Coordinate joint work planning with the program teams and ministries of health at the Federal and state levels and ensure timely delivery of project activities in line with approved plans.

· Provide oversight to PSI capacity-building initiatives for the government led by the Senior Community Specialist, M&E Specialist, and Finance, and Procurement Specialist.

· Ensures timely capacity assessment, implementation, and monitoring of plans in line with government priorities.

· Lead the project team in collaboration with the Federal and state ministries of health to ensure the timely recruitment, training, and deployment of additional Female Health Workers in line with the government scale-up plans.

· Collaborate with the operations and finance department to ensure proper management of project budget and finances.

· Provide strategic guidance and leadership to ongoing PSI-led digital initiatives (including eLearning) and work closely with PSI digital and M&E teams to ensure timely delivery in alignment with the government’s priorities.

2. People Management.

Provide leadership to a team of 26 and perform supervisory functions to 8 direct reports (6 Field Managers, a Senior M&E Specialist, and a Senior Community Health Specialist), including conducting periodic performance reviews and providing professional and personal development support.

3. Technical Leadership.

· Work closely with the project and M&E team to ensure program learnings are documented and disseminated to internal and external stakeholders.

4. External Representation.

· Represent PSI in coordination forums involving the Federal Ministry of Health, Federal Member State, and other health stakeholders in Somalia.

Skills and Qualifications
Experiences ad qualifications

· Master’s Degree (or international equivalent) MSc, MPH, MBA, MHA, MPA or equivalent.

· At least 10 years related work experience in public health or related field. An equivalent combination of relevant education and experience may be substituted.

· At least 5 years of supervisory experience

· At least 7 years of direct program management for health is preferred.

· At least 5 years in the relevant technical field of the project is preferred.

· Proven success in management of complex operations, under specific donor awards and procedures.

· Ability to manage agreements and all required programmatic and financial reporting requirements, including sub-grants management.

· Ability to monitor and assess the performance of self, other individuals, and/or organizations to make improvements or take corrective action.

· Strong leadership skills, with a demonstrated ability to collaborate and work across teams and roles.

· Ability to persuade and motivate people and teams.

· Experience developing capacity of government entities, staff, and other organizations.

· Demonstrated experience in managing government and donor relations.

· Strong written and oral communication skills

· Excellent negotiation skills and proven ability to work effectively with government officials, partners, donors, and stakeholders at high levels.
