Consultancy Study on Challenges and Potential Opportunities in the Somaliland Fishery Sector
1. Background
i. Organisation Overview

ii. Project Overview
The fishery sector in Somaliland holds significant potential for economic development, employment, and food security. Despite this potential, the sector faces numerous challenges that hinder its growth and sustainability. This consultancy study aims to identify these challenges and explore potential opportunities to enhance the productivity and profitability of the fishery sector in Somaliland.
2. Objectives
The main objectives of this consultancy study are:
1. To identify and analyse the key challenges facing the fishery sector in Somaliland.
2. To size the current market size of domestic fishery and the import value.
3. To explore potential opportunities for development and investment in the fishery sector.
4. To provide strategic recommendations to address the identified challenges and capitalise on the opportunities.
3. Scope of Work
The consultant will undertake the following tasks:
1. Literature Review:
o Conduct a comprehensive review of existing literature, reports, and studies related to the fishery sector in Somaliland and the broader region.
2. Stakeholder Consultation:
o Engage with key stakeholders, including government agencies, fishermen, fishery cooperatives, industry experts, non-governmental organisations (NGOs), and investors, to gather insights and perspectives on the challenges and opportunities.
3. Field Research:
o Conduct field visits to major fishing communities and markets in Somaliland to gather primary data and observe on-ground realities.
4. Private Sector Review
o Identify all relevant private sector companies in the fishery industry (direct or indirect)
o Evaluate the domestic market potential and current size
o Determine the current import volume
5. Challenges Identification:
o Identify and analyse the major challenges facing the fishery sector, including but not limited to regulatory issues, infrastructure deficits, market access, environmental concerns, and socio-economic factors.
6. Opportunities Analysis:
o Explore potential opportunities for growth and development in the fishery sector, including value chain improvements, technological advancements, investment opportunities, and sustainable practices.
7. Recommendations:
o Develop strategic recommendations to address the identified challenges and leverage the opportunities. These recommendations should be actionable, realistic, and tailored to the local context.
8. Reporting:
o Prepare a comprehensive report detailing the findings of the study, including an executive summary, methodology, key findings, and recommendations.
4. Expected Deliverables
The consultant is expected to deliver the following:
1. Inception Report: An initial report outlining the study plan, methodology, and timeline.
2. Interim Report: A progress report detailing preliminary findings and insights.
3. Final Report: A comprehensive report that includes all findings, analysis, and recommendations.
4. Presentation: A PowerPoint presentation summarising the key findings and recommendations for dissemination to stakeholders.
Skills and Qualifications
Application Requirements
The consultant will work under the supervision of the Country Director SL.
The consultant should possess the following qualifications and experience:
1. Advanced degree in fisheries management, marine biology, environmental science, or a related field.
2. Proven experience in conducting similar studies in the fishery sector.
3. Strong analytical and research skills.
4. Excellent communication and stakeholder engagement skills.
5. Familiarity with the socio-economic and cultural context of Somaliland or similar regions is an advantage.
