CONTEXT
Oxfam has been working in Southcentral regions of Somalia, Puntland, and Somaliland since the 1970s. Oxfam played a foundational role in supporting civil society development and has been called by many current and past partners “the mother of Somali civil society”. Support for women’s rights, women’s advocates, and gender equality has been a steady component of the program and many leading advocates for women’s rights, gender equality, and women’s issues were once partners or trainees of Oxfam. There are numerous examples of unique programming across youth and education, gender and emergency relief, resilience, WASH, and livelihoods. Over the years, the Oxfam has produced an impressive range of policy briefings, reports and working papers that have drawn attention to issues, sparked discussions and influenced policies.
OBJECTIVE OF THE POSITION
JOB PURPOSE: To establish, support and advise the implementation of monitoring, evaluation, accountability and learning activities of Oxfam South Central programs. The MEAL Coordinator will be responsible for managing the MEAL aspect of Oxfam’s direct and partner-led programs in south-central Somalia, new projects, as well as providing oversight and leadership for the ongoing SOMJR/Nexus programs. The position holder will also lead capacity strengthening of local partner MEAL and programme staff on MEAL, lead learning reviews/outputs, accountability feedback mechanism; as well as support knowledge generation and management and feed into the development of new projects/programmes. He or she will work closely with Oxfam’s MEAL/PQ department, Somali SOMJR/Nexus Coordinator, area manager, technical leads and other partner program and MEAL teams
KEY RESPONSIBILITIES
Responsibilities and tasks
I. Programme planning development and quality:
• Lead Oxfam MEAL-related programme processes and contribute to ensuring adherence to global programme quality standards.
• Support the logframe and monitoring framework development for new project proposals by ensuring project indicators are SMART.
• Assist SOMJR/Nexus and other Oxfam programs in ensuring the integration of community feedback into project design, planning and adaptation.
• Lead SOMJR/Nexus consortium programme reviews/programme quality reviews and monitor compliance with improvement plans.
• Responsible for estimating and setting MEAL resources in proposal budgets (Oxfam projects in SC), as well as regular tracking of variances and advising management on any over/under spending of MEAL allocated resources.
• Ensure strong gender specific indicators are reflected in program design and process
II. MEAL system development and implementation
• Develop and implement an integrated participatory monitoring, evaluation, accountability and learning framework for SOMJR/Nexus projects as well as other Oxfam humanitarian and development interventions in South Central Somalia,
• Ensure that the MEAL system incorporates and is in line with global standards i.e. Oxfam CAMSA and principles, and ensure that all MEAL processes, methodologies and tools are gender sensitive.
• Identify the learning needs of Oxfam humanitarian, development and peace programmes (e.g. key assessments, evaluations and other learning exercises) and other programs including SOMJR/Nexus for effective documentation and management.
• Oversee and support partner staff in timely implementation of monitoring framework and tools, including supervising field MEAL activities, undertaking monitoring field visits to ensure quality and consistent information is available on programme performance and impact.
• Provide programme level outcome and impact monitoring, evaluation, learning and accountability reports-based evidence gathered through MEAL activities.
• Ensure programme beneficiary identification/registration/verification are up to standard with Gender,
Age and vulnerability specific data and feed results into Oxfam’s Global Output Reporting, external/internal and donor reporting.
• Continuously work on implementation and adoption of Oxfam MEAL-MIS and use of technology to strengthen MEAL system, data gathering, analysis and presentation.
• Ensure data protection standards are adhered while designing MEAL systems.
• Work with other partner staff on developing KPIs and provide regularly information to improve overall performance using those KPIs.
• Reach out country office PQM for any additional technical support as and when required
III. Accountability
• Assist the project team in establishing a contextualized feedback system for Oxfam’s operational areas in South Central.
• Establish and oversee the Oxfam feedback system at the SC level, working closely with the program team to ensure timely resolution of complaints.
• Overseeing and quality assurance of accountability mechanisms within Oxfam South Central programmes, in line with Oxfam standards, CHS, AAP, and so on.
• Ensure that Nexus members’ individual accountability mechanisms and a feedback system are developed, utilized and generate real time data for decisions making and corrective actions
• Share accountability findings with Nexus members, Oxfam programme teams and senior management and support their use for improved programming, impact and influencing.
IV. Capacity building and technical supervision for Oxfam partners including SOMJR/ Nexus members/staff:
• Provide high-quality technical advice to programme teams on MEAL, in different field locations and Oxfam partner offices
• Identify and lead MEAL capacity strengthening needs/efforts for SOMJR/Nexus members staff/Oxfam partner’s staff.
• Support efforts to upgrade and improve SOMJR/Nexus members’ assessment system and tools to ensure improved partnership management as well as capacity development plans for members
• Provide technical guidance and train member staff in the quantitative & qualitative data collection, analysis and management and reporting
V. Evaluation, Review, and Learning:
• Act as a liaison point for Oxfam South central programs including designing and managing evaluations, assessments, etc. in compliance with donor evaluation policies.
• Monitor and ensure that management response to the findings and recommendations of evaluations is completed, recorded, and followed up for implementation.
• Lead monitoring and evaluation efforts, e.g. PDM developments, survey developments.
• Lead in identifying learning across Oxfam partner programs and identify opportunities to share learning through meetings, workshops, reflection reviews, reports and document best practices and lessons learned; identify areas of improvement for future programme planning, strategy and influencing; facilitate SOMJR/ Nexus learning events.
VI. Coordination and networking
• Maintain effective coordination with Nexus programme teams, MEAL staff, Oxfam/partner staff, influencing/communication teams
• Engage with Oxfam and external professional peers to share knowledge and to identify best practices locally led MEAL programming
• Ensure that MEAL efforts in the same location, with same partners or target groups are coordinated to avoid duplication and maximize impact.
Skills and Qualifications
• Bachelor’s degree in social sciences, statistics, monitoring and evaluation, Economics, Development studies or another relevant field.
• Minimum of 4 years’ experience of working on M&E in humanitarian and development projects with an international NGO.
• Experience of gathering, analysing and presenting quantitative and qualitative data
• Experience of using participatory approaches in projects
• Proven ability to work effectively with a range of stakeholders: local partners, INGOs, government and private sector.
• Good knowledge of international accountability standards and their practical application, e.g. CHS
• Proven knowledge of mobile data collection systems such as SCTO, Kobo collect/ODK
• Experience in digital MEAL system, accountability and feedback mechanisms
• Good organisational and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
• Excellent facilitation and training skills
• Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet/Excel skills.
• Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
• Strong interpersonal skills
• Willingness to work and travel in often difficult and insecure environments.
• Attitude to learn.
• Fluent in written and spoken English
