Consultancy to conduct a project evaluation for the project “Capacity and structure building for sustainable food security and community-based conflict management to increase the resilience of conflict-affected agropastoral IDP and host communities” in Kenya and Somalia financed by the German Federal Ministry for Economic Cooperation and Development (BMZ).

2. About Nomadic Assistance for Peace and Development
Nomadic Assistance for Peace and Development (hereafter “NAPAD”) is working with and for local communities at the Horn of Africa since 2006. The organization supports communities in their development and the improvement of social, economic and ecological living standards. NAPAD’s range of interventions includes humanitarian aid needs and sustainable development – its work is aimed at supporting participative and empowering processes and contributing to peaceful coexistence. NAPAD has offices in both Kenya and Somalia and is an active member of various clusters. In recent years, the focus of its work has been on building resilience, peacebuilding, education and WASH.
NAPAD has been a cooperation partner of terre des hommes Deutschland e.V. since 2013.
3. Background and Rationale
The initiative titled „Capacity and structure building for sustainable food security and community-based conflict management to increase the resilience of conflict-affected agropastoral IDP and host communities“is implemented by the local NGO NAPAD (Nomadic Assistance for Peace and Development) based in Kenya with offices in Kenya (Nairobi and
Mandera) and Somalia. The initiative is supported by terre des hommes Germany and the German Federal Ministry for Economic Cooperation and Development (BMZ) with an amount of 2.893.760 Euro (direct project costs only).
The formulated impact of the project is to contribute to the sustainable strengthening of the livelihood and resilience to droughts in the communities of Gedo, Galgadud and Banadir in Somalia and Mandera County in Kenya. Its intended Outcome is that farmers and their households in the Mandera (Kenya) and Gedo (Somalia) regions have improved access to drinking water, watering systems (livestock husbandry) and agricultural irrigation systems. The livelihoods and resilience of households are strengthened against external shocks and are based on diversified sources of income.
The main target group consists of farmers, pastoralists and IDPs in the regions of Mandera (Kenya) and Gedo, Galgadud and Banadir (Somalia). The direct and indirect target groups are among the most affected by the prolonged drought periods over the last years. The farmers and pastoralists are almost exclusively subsistence farmers. The communities and their resources are also affected by ongoing internal migration. Many of them serve as indirect or temporary host communities for internally displaced (e.g. Gedo) or Somali refugees (e.g. Mandera). In total, around 23,600 people (51% male, 49% female) will benefit directly and 360,000 indirectly from the project.
Skills and Qualifications
• Proven experience with evaluations in the field of Agriculture, livelihoods and WASH.
• Experience in conducting evaluations, surveys and research using a mixed methods approach, including participatory and child-sensitive methods
• University degree in the field of Agriculture, development studies and/or Economics
• Profound knowledge and experience with the socio-economic, child rights, environmental, etc. situation in Horn of Africa
• Very good oral and written proficiency in English language. Knowledge of Kiswahili and/or local language will be a definite advantage
• Acceptance of and compliance with tdh’s Child Safeguarding Policy (attachment No 2)

Specification for offers
Offers will be accepted until 25th August 2024 and should include:
• A narrative / technical proposal of no more than 3 pages, including relevant experience, planned methodology, timeline, and staffing for the evaluation,
• A detailed financial proposal for the evaluation,
• A separate list of expected travel expenses, which will be reimbursed upon presentation of proof,
• Two sample reports; published or unpublished reports approved by the respective clients focusing on the same sector.
