Mercy Corps’ current portfolio in Somalia focuses on humanitarian response and resilience; inclusive economic growth; enhancing trust and accountability between communities and their government; and improving youth livelihood and education opportunities. All Mercy Corps interventions in Somalia are implemented in a conflict and gender-sensitive manner.

Mercy Corps is implementing the five-year USAID-funded Somalia Resilience Population-level Measurement (RPM) Activity. RPM aims to develop and lead a resilience measurement system on the collective resilience outcomes at a population level and build the capacity of participating stakeholders to estimate individual contributions to collective resilience outcomes in the USAID Country Development Cooperation Strategy (CDCS) Focal Zone. This zone includes Banadir, most of Southwest State, and extends to limited areas in Hirshabelle State and Jubaland State. The goal of RPM is to inform and improve stakeholder activities that contribute to resilience capacities that matter most for populations in the target zone.

Communication and Storytelling in RPM

‘Communication and storytelling’ is one of the three components of RPM work in the USAID/Somalia CDCS zone. Through its Objective 1, RPM is building the capacity of its participating stakeholders to estimate individual contributions to collective resilience outcomes through a better understanding and use of resilience principle, resilience pathways, and population-level data for program learning and adaptation. To achieve this, RPM is building a foundational understanding of resilience through a Resilience Learning Journey (RLJ) and storytelling. Thus, RPM is advancing a resilience storytelling approach already applied in Nepal, DRC, Uganda, Mongolia, and Zimbabwe. Resilience storytelling is a powerful tool for unpacking the resilience logic in a way that is easy to comprehend for both technical and non-technical audiences, simplifying the concept of resilience and providing a shared understanding of the

concept. RPM uses resilience stories to support Go-Deep (primary) stakeholders to synthesize and communicate their own “narratives” about how their interventions connect with and influence resilience building in the CDCS focal zone. The resilience stories are also a transparency mechanism that is expected to build interest in a public dialogue about resilience in the CDCS focal zone.

Consultancy Description

This consultancy seeks the services of a strategic communications firm to produce a high-quality, engaging, and informative short animation video from a resilience story scripted by the RPM Program. Additionally, the firm will be tasked with taking high-quality photos that showcase the resilience, livelihood, and well-being of Somali population. The video and photos will be used for communication and advocacy purposes to showcase the program’s research focus and impact.

Scope of Work

The strategic communications firm will be responsible for the following tasks:

1. Story Board Development:

o Review RLJ’s Resilience Story Script and discuss any necessary adjustments with the RPM program team.

o Develop a storyboard based on the script to visualize the animation characters, sequence, setting, and scenes, with transitional elements and narration text.

2. Animation Production:

o Create a short animation video (3-5 minutes) that accurately depicts the resilience story.

o Ensure the animation style is culturally appropriate, engaging, and accessible to

a diverse audience.

o Incorporate suitable background music, sound effects, characters’ voices, and narration (if required).

3. Photography:

o Take high-quality photos that highlight the resilience, livelihood, and well-being of the Somali population in Somalia. These photos should cut across:

§ Livestock production, including pastoralism, veterinary services, milk production, grazing, and fodder production.

§ Crop and food security, including planting/harvesting, agrochemical application, vegetables and fruits, farmlands, irrigation systems, and movement of farm produce.

§ Fisheries, including local boat fishing, and fish trading.

§ Livelihoods, including IDPs, trading, vocational skills, VSLAs, community settlements, and social connections and activities.

§ Water security, including rivers, wells, water infrastructure, and women and children fetching and transporting water.

§ Urban Resilience: Housing, telecoms, finance, transport, governance structures, energy, solar systems, etc.

§ Social well-being, including health and nutrition, persons with disabilities, inclusive schools, pupils, and classrooms.

§ Shocks, including drought and flood affected farms, settlements,

livestock, and grazing areas.

o Ensure photos are of high resolution and suitable for use in various media, including print and digital platforms.

4. Revisions and Feedback:

o Present a draft version of the animation and photos for review by the RPM Program team.

o Incorporate feedback and make necessary revisions to ensure the final products meet RPM and USAID’s standards.

5. Final Delivery:

o Provide the final animation video and high-quality photos in various formats and

sizes (see below) for dissemination online and offline use.

o Ensure the video and photos are optimized for different platforms, including social media, websites, and presentations.

Deliverables

The communication firm is expected to deliver the following:

A detailed storyboard based on the provided script. Draft animation video for review and feedback.

Unedited photos highlighting resilience, livelihood, and well-being as outlined in the scope of work above.

Final and approved animation video highlighting resilience in Somalia (MP4, MOV, and AVI formats)

Final (with basic editing) and approved high-quality photos in JPEG and PNG formats.

Skills and Qualifications
The communication firm should possess the following qualifications and experience:

Proven experience in creating high-quality animation videos and taking professional photographs, preferably in the development or humanitarian sector.

Strong portfolio demonstrating creativity and technical proficiency in animation and photography.

Understanding of the cultural context of Somalia and the resilience principle. Ability to meet deadlines and work collaboratively with clients.

Submission Requirements

Interested firms are requested to submit the following:

A brief proposal outlining the approach to be taken, including the animation style, concept, and photography plan.

A portfolio of previous animation and photography work.

A detailed budget breakdown, including all costs associated with the production. A proposed timeline for the project.

Roles and Responsibilities

Mercy Corps Somalia shall:

Provide the scripted resilience story and any other relevant materials. Offer timely feedback and approvals at each stage of the project.

Ensure effective communication and collaboration with the selected firm.

The Communication Firm shall:

Develop and produce the animation video and take high-quality photos as per the agreed storyboard and script.

Maintain regular communication with the RPM Program team to ensure alignment with project goals.

Deliver the final animation video and photos within the specified timeline and format requirements.
