INTRODUCTION AND BACKGROUND

The Lutheran World Federation (LWF) is an international humanitarian organization with a global presence in countries across Africa, Asia, Europe, and Central America. The global headquarters of LWF is in Geneva, Switzerland. At the regional level, LWF is headquartered in Nairobi, Kenya, serving both the Kenya and Somalia country programs. The Lutheran World Federation provides quality humanitarian assistance to displaced and affected communities and focuses on three priority areas: i) Sustainable Livelihoods, ii) Quality Services, iii) Protection and Social Cohesion.

The Lutheran World Federation (LWF) World Service established a presence in Kismayu, Jubbaland State in Somalia in 2017 to create a continuum between its refugee assistance and protection program in Dadaab refugee camps. Since 2017, LWF has been working closely with the relevant Jubbaland State Ministries, including the Ministry of Education and Higher Learning (MoEHL), Ministry of Women, Family Affairs, and Human Rights, and the Ministry of Humanitarian Affairs. From 2022, the program embarked on program expansion to implement new projects in Kismayu and areas outside Kismayu, including Dhobley district. 2. PROJECT DESCRIPTION.

The ASF Phase2 project has five (5) consortium partners comprising of LWF, NCA, FCA, DKH, DS with the aim of intervening mainly on shocks arising from the climate change. The consortium project targets a total of 48,292 climate affected communities in Somalia. LWF will focus on in implementing its activities in Jubaland regions.

The consortium project is funded by the Bread for the World and will be implemented in five main regions in Somalia. LWF will be implementing in the Lower Juba region, in Kismayu and Dhoobley districts. Diakonia Sweden will implement in the Southwest State, Afgooye district, and in Puntland State, in Iskushuban district. NAPAD will implement in the Banadir Region, sin Kahda and Garasbaley districts. FCA will implement in Hargeisa and Burao districts in Somaliland. NCA will cover existing locations in Jubaland State – Gedo region, Belet Hawa and Dollow districts and 3 new locations in Puntland state – Nugal, Garowe, Bailey Village, Bari, Qardo – Kubo village and in Mudug, Galkacyo, Roox village. The project targets beneficiaries from IDPS, youth, women, agro-pastoralists, local communities, CWDs and stakeholders.

The specific objectives of the project include;

Improved resilience and protection of climate affected boys and girls for education.
Climate affected communities’ livelihoods and WASH options enhanced
Peaceful co-existence amongst climate affected communities is improved.
3. PURPOSE OF THE ASSESSMENT

The objective of the assessment is to identify suitable crops for the available soil types, assess soil health, evaluate water quality and conduct ecological assessment.

4. ASSESSMENT OBJECTIVES

Identify suitable crops for available soil types and determine soil health that support plant growth focusing on parameters such as PH, nutrient content and microbial activity.
Assess and evaluate the quality of water sources in relation to agricultural practices focusing on parameters such as salinity, nutrient level and potential contaminants.
Analyze the ecology of the areas including biodiversity and ecosystem to ensure sustainable climate-friendly farming practices.
5. SCOPE OF WORK.

The scope of work for this assessment includes:

Geographical areas: LWFs specific areas of operation; Kismayu (Yontoy, Gobweyn, Qamqam).
Target beneficiaries include pastoralists, agro-pastoralists, and stakeholders involved in fodder and agriculture production.
6. METHODOLOGY

The consultant is expected to suggest methodologies and approaches that reviews existing research and data on assessing soil types, soil health, water quality and ecological factors aimed at agriculture and fodder production.

7. LWF WILL BE RESPONSIBLE FOR;

Support the consultant with mobilization of project stakeholders.
Quality control and assurance of the process to ensure the assessment adapts to the agreed methodology.
Review and approve the assessment report.
8. DELIVERABLES

Provide a detailed report summarizing findings on soil types, soil health, water quality and ecological conditions along with recommendations for sustainable farming practices.
A proposed action plan for stakeholders to implement sustainable climate friendly practices.
Skills and qualifications
A bachelor’s degree with 5 years’ experience in the areas of agriculture, environmental science, agronomy, soil science or other related field.
Proficiency and knowledge in soil sampling techniques, interpreting soil analysis, understanding soil morphology, water parameters, methodologies of assessing water sources and ecological assessment.
Good communication skills both English and Somali languages.
Show evidence of having successfully completed two similar assignments.
Familiarity and knowledge of the sites where the project is implemented.
Willingness to travel frequently to and from the project sites as required.
Good relationship with the local authorities and community representatives.
