Job Title: Health and Nutrition Manager

Reports to: Programmes Director

Direct reports Health workers including H&N Coordinator and 30 qualified nurses

Job Location: Dolow and frequent visits to projects locations

Contract Details: One Year with possible extension

Job Purpose:

Under the direct supervision of the programme director, Health and Nutrition Manager is responsible to provide overall leadership in development and management of health and nutrition program and coordination for the delivery of technical support to the program including representation in health and nutrition sector. To serve as member of ESMT (Extended Senior Management Team), representing health and nutrition theme, providing support to LLG SMT in management decision making. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Main Duties &

Responsibilities:

Program Development

· Responsible, with health and nutrition support and supervision, for the day-to-day implementation and management of the health and nutrition programme in line with agreed plans, protocols, and donor proposals.

· Ensure the effective supervision of the health and nutrition facilities by health and nutrition team

· Lead the development of weekly, monthly, and quarterly work plans.

· Support downward accountability in the health and nutrition programme. Promote feedback mechanism including the complaints and response mechanism and ensure the meaningful participation of the communities in programme planning, implementation and monitoring as feasible.

· Contribute to the development of the health and nutrition related concept notes, proposal and budget as needed, ensuring lessons learnt from previous experiences are factored.

· Contribute to the development of detailed procurement plans and liaise with logistics, finance and other departments as required to ensure that nutrition and other supplies are delivered on time and are of good quality.

· Under programme directors’ guidance, monitor expenditure of the health and nutrition programme on monthly basis.

Capacity building, information management and learning

· Manage the health and nutrition teams as per agreed roles and ensure adherence to LLG HR policies including the code of conduct.

· Work closely with key LLG and wider team members in multisectoral consortia as appropriate, especially to promote more nutrition friendly resilience and resilience friendly nutrition (integrated approach). Support direct reports on the same.

· Conduct training needs assessment, develop training programs and material and providing training and mentoring for community health workers.

· Endure performance review appraisals and other necessary reviews are undertaken in line with LLG policy.

· Strengthen the capacity of all health and nutrition team by ensuring through direct training and other opportunities including on the job training (OJT), mentoring and supportive supervision.

Monitoring and Reporting

· Develop clear monitoring plans and ensure the team understands them. Ensure that all agreed programme indicators are monitored and quality data collection on regular basis.

· Ensure that the data is analyzed, reviewed, reported, and responded to on an ongoing basis. This includes CMAM performance, programme coverage, community participation, health/nutrition/IYCF knowledge and practice, quality of service delivery and other impact measurements as agreed.

· Work with LLG MEAL team to devise and participate in health and nutrition surveys, periodic assessments, beneficiary interviews etc. as required during programme implementation

· Compile and submit weekly and monthly reports to the donor in the required format and in timely manner.

· Prepare internal and external reports are required (e.g., country level, cluster, ministries, and donors)

· Support staff to develop strong case studies which demonstrate programme impact. Share with programme director and donors.

· Undertake regular visits (security permitting) to all project’s sites and report back findings and recommendations as soon as possible. Escalate any critical issues or challenges immediately to programme director.

Coordination.

· Represent LLG at health and nutrition cluster and other relevant coordination meetings in Mogadishu and Kismayo, security permitting.

· Develop and maintain network of contacts with key actors including government officials and other NGO staff, especially partners implementing health and nutrition activities in Somalia. Liaise closely with them to build mutually trusting and beneficial relationships and to enhance collaboration as appropriate.

· Ensure close communication and collaboration with institution and organizations to whom we refer children for in-patient treatment, to help ensure the best outcome for those patients.

OTHER

· Other tasks as may reasonably be requested by the programme director.

Skills and qualifications
EDUCATION

· Educated to degree level in public health, nutrition, nursing, medicine, or al related field

EXPERIENCE AND SKILLS

Essential

· At least 5 to 6 years of experience of humanitarian/development programme implementation, including two years at management level.

· Demonstrated experience in health and nutrition thematic areas and demonstrated experience in capacity building, technical support, advising and documentation of health and nutrition related program.

· Excellent communication skills both verbally and in written form in English and Somali.

· Excellent people management and interpersonal skills, with a demonstrated ability to respond effectively to challenges, and work effectively in a cross-culture environment.

· Good understanding of challenges facing vulnerable children and communities in Somalia.

· Commitment to humanitarian principles/accountability frameworks, especially for work with vulnerable populations.

· Ability to work effectively with people of diverse backgrounds, to motivate and inspire teamwork.

· Ability to analyze information, evaluate options and to think strategically.

· Commitment to and understanding of LLG aims, values and principles including rights-based approaches.

DESIRABLE AND SPECIAL SKILLS

· Experience working with health systems at different levels

· Familiarity with research basics including interviewing/FGDs ad data analysis techniques and systems.

· Previous relevant work experience remote areas in Somalia

Willing to travel approximately 50% of the time.
