1. POSITION INFORMATION

Job Title: MEAL Coordinator.

Overall supervision: Programs Quality Manager

Job Location: Dolow with occasional travel to Bardheere, Burduba, Mogadishu (Deyniile) and Elwak

2. ORGANIZATIONAL CONTEXT AND SCOPE

We are seeking a dedicated and proactive MEAL Coordinator responsible for development and implementation of M&E tools and systems in our programs area in Gedo region and daynile in mogadisho Somalia, ensuring timeliness and quality of implementation. The position will be based in Dolow with occasional travel to programmes area Burduba, Belethawa, Bardhere, Elwak and Mogadishu-Deynile and will involve supporting the efficient of MEAL related work.

Reporting to program quality Manager to set up and implement appropriate (M&E) systems and tools in line with donor-approved log frames in Emergency, Durable Solutions and Resilience programming,

3. RESPONSIBILITIES AND ACCOUNTABILITIES

Main duties &

Responsibilities:

1. Responsible for setting and monitoring of objectives and workplans

2. Work with Program Quality Manager to set up and implement appropriate (M&E) systems and tools in line with donor-approved logframes in Emergency, Durable Solutions, HANAANO and Resilience programming

3. Ensure that data collection tools and methodologies are adapted to various contexts

4. Prepare appropriate forms, formats and databases for data storage and analysis

5. Support in providing trainings on M&E techniques to program team on a regular basis, particular on data collection and cleaning

6. Conduct regular visits to programme sites throughout Somalia and attend any relevant consortium-level meetings per invitation.

7. Ensure that analysed data is timely shared with Programme Quality Manager and in a clear accessible format drawing out key issues so as to inform programmatic adaptation, decision-making and learning

8. Support development of targeting strategies in line with the programme’s needs and regularly assess whether program has been able to reach the genuine target groups

9. Liaise with Program Quality Manager to ensure that baseline and endline evaluations are conducted and documented in line with donor requirements

10. Per request of MEAL Manager, assist in the development of management systems and practices that integrate planning, monitoring, evaluation and learning

11. Guided by Program Quality Manager, support teams to document lessons learnt including compilation of field stories and case studies

12. Conduct qualitative field monitoring and quantitative process monitoring to support programmatic documentation and lesson learning

13. Support Program Quality Manager in preparation of Internal M&E reports such as PDM reports etc.

14. Support other programme managers/coordinators development of program Results Frameworks and logframes.

15. Provide input on the development of Terms of Reference (ToRs) for planning, assessments and evaluation of programs; per need, collaborate with external consultants that are engaged in planning, designing and evaluating the program

16. Produce recommended lessons learned documents and Program Quality Manager in measuring the changes made as a result of recommendations.

17. Adhere to and actively promote within MEAL team the application of Concern’s Program Participant Protection Policy, Code of Conduct and associated policies, and the Core Humanitarian Standard on Quality and Accountability (CHS)

18. Any other ad hoc duties as may be assigned by the Program Quality Manager /ED that is consistent with the nature of the job

Skills and Qualifications
· Degree or Master in MEAL related courses.

· Proven experience in humanitarian or development programs, particularly in particularly monitoring and Evaluation for more than Five years.

· Fluency in both oral and written communication in English and Somali.

· Strong organizational skills with attention to detail and ability to multitask in a fast-paced environment.

· Excellent communication and interpersonal skills, with the ability to work effectively in multicultural settings.

· Proficiency in MS Office applications (Word, Excel, PowerPoint) and willingness to learn new software systems as required.
