1. POSITION INFORMATION
Job Title: Field Officer-SHF
Reports to: Project coordinator
Direct reports : Field Assistants
Job Location: Mogadishu- Somalia
Contract Details: Six Months with high possibility to extend
2. Job and project overview
LLG is seeking experienced, highly qualified, and professional field officer for Somalia Humanitarian Fund (SHF) and Somali Cash Consortium projects a multi-donor country-based pooled mechanism created in 2010 to allocate funding for the most urgent life-saving interventions in Somalia. The SCC and SHF offer LLG an opportunity to deepen our work with communities and focus on supporting vulnerable households to access the means to overcome persistent shocks and build resilience.
3. Scope of Work
Under the direct supervision of the Project Coordinator, the field officer will be responsible for overseeing the implementation of SHF and SCC projects which is funded by the United Nation. His/her role will include project implementation by ensuring quality programming and monitoring of the project components, while working closely with other implementing agencies, provide technical leadership to the project. The field officer will be based in Mogadishu Somalia, and report to the Project coordinator.
4. RESPONSIBILITIES AND ACCOUNTABILITIES
Main duties & Responsibilities:
Specific duties will include the following:
Supervise field assistants
Supervise and take part data collection activities
Support and participate in data entry and data cleaning
Facilitate and participate in the training of WES committees and Community Hygiene Promoters
Work with the LLG project team and Community Resilience Committee (CRC) in the identification,
selection and registration of the program beneficiaries in Gedo region and ensuring that the targeting process is participatory and transparent.
Work with the LLG project manager, Area Coordinator and other programme staff to ensure the achievement of the objectives of LLG’s humanitarian development/emergency programmes in Ged
Take part in livelihood activities.
Compile 5W Matrix and Market assessment Monthly
Supervise monitoring of activities implemented under LLG Programmes/Projects
Supervise compilation of daily field reports and compile weekly reports and share with Area coordinators
Compile case/success stories and oversee collection of useful multimedia (photos and video) used in reporting
Facilitate effective target population management and activity supervision through communication and coordination with the targeted village leaders
Facilitate capacity building for CRCs community leaders and other committees supporting project execution
In conjunction with LLG field team and CRC Collect information on LLG’s humanitarian response in SHF project area.
Continuously monitor the humanitarian/food security situation across LLG program areas and provide accurate reports to your line manager.
Promote behavior change for improved participation through appropriate mobilization of target population
Establish and maintain regular contacts with target community groups, committees and overall programme beneficiaries
Undertake additional assessments, beneficiary interviews in case necessary, to keep up to date with community perceptions of the project, changing needs and opinions.
Participate in project assessments, surveys, surveillance, program reviews and other monitoring activities as required.
Prepare annual, quarterly, and monthly plans for effective execution of the programme
Participate in internal programme meetings as required
Undertake any other duty as may be assigned from time to time
Skills and Qualifications
· Bachelor’s degree in social sciences, business and finance, economics/statistics, , international relations or any other related field.
· Minimum 3 years of experience working in a humanitarian context in Somalia.
· Experience in working on Somalia Humanitarian Fund project and cash programming is an added advantage.
· Demonstrable working experience in humanitarian programme.
· Ability to communicate effectively and authoritatively on area of expertise, and influence others to reach common goals.
· Demonstrated track record in donor reporting and budget management.
· Excellent experience in conflict resolution.
Languages Required
· Excellent written and verbal communication skills in English and Somali.
Experience Desirable:
· Experience in managing Humanitarian response.
· Knowledge of key programme areas such as Gender based Violence, DRM and women and youth economic empowerment.
Knowledge of development and humanitarian issues affecting children, adolescent girls/boys and women is preferred.
