Background
Islamic Relief Somaliland (IRS) has been operating in Somaliland since 2010 and has responded to conflict and drought affected people through provision of life saving assistance. Through our projects, IR has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, particularly to ones living in IDP camps; empowering the urban poor and distressed working children, engaging in conflict management and mitigation and strengthening of community cohesiveness and co-existence in areas work.
JOB SUMMARY
The FSL Project Officer will play key role in ensuring that all project implementation is carried out effectively and in a timely manner in Buroa district, Togdheer region, and any other areas where Islamic Relief funding is covering in Somaliland. The FSL Project Officer will report directly to Islamic Relief Somaliland Program Coordinator, who is based in Hargeisa, and will work closely with the Program Manager, Logistics, Finance, Admin, HR, and other team members.
The FSL Project Officer will be responsible for ensuring that the highest standards are upheld throughout the project implementation process. This will involve working closely with office in charge person and other staff of Islamic Relief Somaliland_Buroa Office. Furthermore, the FSL Project Officer will be instrumental in ensuring that all project activities are executed efficiently and effectively, with a particular focus on achieving the intended outcomes and impact. As such, this individual will be a key member of the team and will play a critical role in the successful implementation of the project.
SCOPE OF ROLE:
The FSL Project Officer will be responsible for managing all food security and livelihood projects in the Islamic Relief Office of Buroa. Assigning tasks and responsibilities, monitoring progress, and ensuring project implementation in accordance with the design and within the specified timeframe are all part of this responsibility. The FSL Project Officer will also conduct assessments and attend coordination meetings at the local, cluster, stakeholder, and community levels to ensure effective communication and collaboration.
The FSL Project Officer will be responsible for supporting the Islamic Relief Technical team in developing proposals and seeking funding opportunities both locally and internationally. This will require the individual to have strong networking skills and be able to conduct effective community mobilization.
The FSL Project Officer will also need to have a thorough understanding of the project’s goals and objectives and be able to tailor proposals to meet the needs of potential funders.
The FSL Project Officer will be responsible for conducting effective community mobilization, networking, and coordination. Building strong relationships with stakeholders and local communities is crucial to align project activities with their needs and priorities.
The FSL Project Officer will also need to coordinate with other organizations and stakeholders to ensure effective collaboration and avoid duplication of efforts.
The FSL Project Officer will be responsible for ensuring that all staff members maintain the highest standards of integrity, adhere to the code of conduct, and follow all established policies and procedures. This will involve monitoring the performance of staff members, providing feedback and support where necessary, and enforcing disciplinary measures when required.
· The FSL Project Officer will need to strictly adhere to all Islamic Relief Worldwide policies and procedures that are in place. This will include policies related to finance, human resources, procurement, security, and other areas. The FSL Project Officer will need to be familiar with these policies and ensure that all project activities are conducted in accordance with them. This will help to ensure that the project is implemented effectively and efficiently, and that all activities are conducted in a transparent and accountable manner.
Other responsibilities include.
· The FSL Project Officer will be responsible for the effective implementation and delivery of Islamic Relief projects aimed at improving food security and the livelihoods of disaster-affected communities in the Eastern regions of Somaliland. The FSL Project Officer will be based in Buroa but will travel frequently to Sool, Sanaag, Togdheer and Saraar regions and other target project villages for implementation of project activities
· The FSL Project Officer will be responsible for planning, directing, and coordinating the work of all FSL projects of Islamic Relief in Buroa. He will represent Islamic Relief Somaliland at the regional level and attend humanitarian conferences, meetings, and sectoral level meetings organized by stakeholders and the government line ministries
· The FSL Project Officer will coordinate all project activities from substantive, administrative, and financial points of view, applying strategic planning and systematic coordination of project activities.
· Will develop Project Detailed Implementation Plans (DIP) and exercise it whenever implementing project activities.
· The FSL Project Officer will support the distribution of cash transfers to community members in target areas affected by both natural and man-made disasters.
· Will also carry out community mobilization and sensitization activities related to cash transfers, agriculture inputs, livestock treatment campaigns, restocking and other livelihood interventions included community empowerment
· Will also document field achievements, challenges, and lessons learned to integrate into project activities and support the preparation of project reports and for future programmatic
· The project officer will be responsible in implementing the cash related project, Agricultural and livestock activities and selection of the beneficiaries through EBMS registration and verification along with the MEAL team
· The FSL Project Officer will assist in the coordination and implementation of all assigned project activities outlined in the detailed implementation plan (DIP) in line with IRW program quality principles and standards, donor requirements, and good practices.
· Will ensure will establishment of village relief committees in all target villages to promote accountability, transparency, and inclusivity during the project’s implementation.
· Ensure timely preparation and compilation of the Project Annual/Quarterly Work Plans and Progress/Final substantial Narrative and financial reports and its submission to donors as appropriate.
· The FSL Project Officer will lead and coordinate the selection, targeting, registration, and distribution of project resources to community members.
· Will ensure that emergency responses are implemented in a timely manner to assist affected community members and support the IRS MEAL department in conducting post-distribution assessments and monitoring of community members before the provision of second distributions of every humanitarian intervention.
· The FSL Project Officer will coordinate with targeted communities to identify training gaps and organize training plans, awareness-raising campaigns, and learning sessions according to the project plan and schedule.
· Will ensure that gender mainstreaming is incorporated into all project activities and motivate women’s groups to participate in the project implementation process.
· The FSL Project Officer will conduct training on good agricultural practices for community members to improve agriculture management capacity within the communities and implement livestock treatment campaigns, training of CAHWs and other livestock interventions with the close collaboration of the Ministry of Agriculture and the Ministry of Livestock.
· They will ensure that people in concern are trained on CDRR for preparedness and mitigation measures
ACCOUNTABILITY/TRANSPARENT
· Work independently on tasks related to beneficiary registration and mobilization with periodic reporting and direction from supervisor.
· Make decisions on project implementation and its daily management responsibly based on available resources, skills and knowledge of staff and access to affected communities.
· Ensure implementation of locally appropriate and feasible project activities in close consultation with Area Manager, local authorities and communities.
· Proper management of resources, equipment and project utilities.
· Work in adherence to IR’s policies and procedures.
Skills and qualifications
Qualifications and Experiences
-Degree community development, Social Work, Agriculture/Livestock production, food security or socio-economic development related fields. Public health etc
-Minimum of 5-6 years’ work experience in the INGO/LNGO and UN environment, including exposure to field operations in both emergency and development programs based on cash transfer programming
-Strong report writing skills
-Proficiency in computer applications including Word, excel, power point and other applications.
