Job Description: ICT and digital Health Officer
TERMS OF REFERENCE
Duty station: Ministry of Health Hirshabelle State of Somalia
Position title: ICT and digital Health Officer
Reporting to: The M&E and Community Health Program Coordinator HSS
Duration: 12 Months
A. BACKGROUND
The Federal Government of Somalia (FGS) and Federal Member States (FMS) through the Ministry of Finance, Ministry of Health, and Ministry of Education are implementing the Somalia Recurrent Cost Reform Finance (RCRF) Project funded by the World Bank. The project is supporting the Federal Government of Somalia and the Federal Member States to strengthen resource management systems, inter-governmental fiscal framework, and service delivery systems in health and education.
The project Components are: i) Recurrent cost financing to reform resource management systems.
ii) Strengthening inter-governmental fiscal relations and improvement of intergovernmental coordination between FGS and FMS; iii) Transfers for core government functions and foundational education and health service delivery mechanisms in the FMSs; iv) Citizen Engagement and Feedback component to improve transparency and citizen engagement for improved service delivery.
The Federal and State Ministry of Health is responsible for implementing the health activities under the various components of the project and that includes the implementation of the Female Health Worker (FHW) Program.
The Ministry of Health intends to use a portion of the grant to recruit an ICT and Digital Health Officer to provide support that would ensure that FHWs, FHSs, and relevant FMS staff are empowered with the necessary digital information and skills that will assist them in using data to deliver healthcare efficiently.
B. Scope of Work and Responsibilities:
Th ICT and Digital Health Officer will work closely to the Ministry of Health Hirshabelle states to conceptualize, scope, deliver, and routinely monitor the digital health interventions of the FHW Program. This will include digital tools for routine FHW Program data collection, eLearning, remote supportive
supervision, reporting, and integration of relevant data into the state HMIS. The ICT and Digital Health Officer
i. Coordinate the digital activities such as training, roll-out, field support, and track progress in a day-to-day operational capacity.
ii. Maintain an inventory of the digital assets including smartphones distributed to FHWs that are in use for program implementation.
iii. Provide troubleshooting, back-up support, and routine maintenance support to all digital assets, especially the smartphones used by FHWs and FHSs.
iv. Identify and escalate project risks that may affect the effective project delivery.
v. Support the relevant implementing partners in costing the digital components necessary for the FHW Program.
vi. Routinely prepare documentation of learnings from implementation across the state where the FHW program is in implementation.
vii. Work with the implementing partners in the design, implementation, and monitoring of community health, eLearning, and other digital tools.
viii. Actively liaise with the Health Technology teams from the state and partners for convergence on the digital health approaches for the respective program areas.
ix. Collaborate on the development and monitoring of Key Performance Indicators (KPIs) that can be routinely tracked either visually or as preferred to assist program managers in measuring health impact.
x. Support the State/government in the development of appropriate dashboards to monitor program activities and train on its development and use.
xi. Work with the State Community Health Coordinator and M&E Specialist in generating, cleaning, analyzing, and reporting routine FHW Program Data.
xii. Provide routine feedback to the community health coordinator and M&E specialist for the FHW Program on digital health and eLearning implementation progress.
xiii. To work closely with to national citizen engagement focal person
Skills and Qualifications
A.
Selection Criteria: Selection will be based on the qualifications and experience of the candidates and followed by an interview. The minimum qualification, experience, and skills should include:
B.Sc. in Computer Science, Information Technology or B.Sc. Public Health Management or other relevant disciplines,
I. At least 3 years of experience in project management, with a proven record of managing complex projects.
II. Experience in implementation of health programs such as eLearning, community health,
III. Good knowledge of the use of Program Reporting tools such as ODK, DHIS2, Moodle, and other analytical tools like PowerBi, Stata, R, Tableau, and Python.
IV. Ability to work in dynamic environments with multi-disciplinary settings.
V. Analytical and problem-solving skills.
VI. Proficiency in writing skills and documentation of learnings.
VII. Fluency in English and Somali languages is required.

I. Reporting Arrangements
The ICT and digital Specialist will report directly to the M&E Specialist with close coordination to the FMS-CHC, and FGS Data analyst/Digital Health coordinator specialist
