The HALO Trust Somaliland Terms of Reference: Camp Manager Summary:
The camp manager is responsible for the maintenance and administration of the minefield camps. They are responsible for the assets, improvements and logistics involved in the functional and efficient running of the camp. Camp managers must ensure that the minefield camps are equipped with the correct equipment for the safe and efficient deployment of field teams. Furthermore, camp managers will ensure that support services, including food, sanitation facilities, electricity, etc, function according to a streamlined standard across HALO Somaliland.
Particulars
Reports to: Logistics Officer
Line manager to: camp cooks, camp watchmen.
Works in close co-operation internally with clearance supervisors, logistics assistant, technician, finance assistant.
Working pattern: the camp managers will work according to the operations calendar.
Salary: 362 USD gross wage per month.
Responsibilities: Logistics:
– Acts as the main point of contact between minefield management staff and the HQ logistics team.
– Conducts a needs assessment on a cycle basis to identify materials needed at the camp for the following cycle, including:
o Food
o Fuel
o Water
o Building materials
– Ensures that assets and goods issued to the camp are accounted for, stored, secured, maintained, and replaced, if necessary.
– In anticipation for standdown, secures assets, ensuring no wastage or damage.
– Conducts and records transfer of assets between locations as needed.
– Prepares accommodation for visitors where necessary.
– Where necessary, oversees the construction and establishment of new facilities in the camp, ensuring efficiency and practicality.
– Updates the stack tally cards of water, fuel, and food consumption where necessary.
– Conducts weekly store checks to maintain stock levels and accountability.
Health, Safety and Environment (HSE):
– Ensures (HSE) measures are in place at the camp, including:
o Fire extinguishers
o Water safety
o Food safety
o Mosquito nets
o Prevention of standing water
o Drainage and maintenance of washing facilities and toilets
o Electrical systems
o Trip/fall hazards
o Fencing
o Structure of buildings
o Storage of oil and fuel
o Tents
– Ensures the set-up of the camp is done in a logical and efficient way, maintaining cleanness and organization.
– Ensures gender considerations are in place.
– Maintains sanitary and hygiene levels to a high standard.
– Ensures HALO’s environmental policies are considered in the set-up of camps and afterwards.
– Identifying opportunities for improvement in the efficiency, quality, safety, and all other aspects of the camp.
Other Responsibilities:
– Supports minefield management staff in other tasks, as necessary.
– Any other responsibility related to the management of the camp not listed above.
– Behaves and performs duties to a high standard always upholding HALO’s values and standards.
Skills and Qualifications
Required
– Strong literacy skills (Somali)
– Strong numeracy skills
– Ability to prioritise and manage multiple requests simultaneously.
– Willingness to live in HALO camps for extended periods of time (operational cycle).
– Attention to detail.
Desired
– Ability to communicate in English.
– Experience in the management of remote camps.
– Experience in logistics, procurement, or stock management.
