1. Background
Building on the experiences of the Water for Agro-Pastoralist Livelihoods Pilot Project (WALP) and the Water for Agropastoral Productivity and Resilience (Biyoole) project implemented by Somaliland government, the Ministry of Planning and National Development is implementing the Water for Rural Resilience “Barwaaqo ” Project. The objective of the Barwaaqo project is to develop water and agricultural services among agro-pastoralist communities in dry-land areas of Somaliland. The Project is framed around the following components and sub-components: Component1.Support development of multiple- use water sources, 1.1 construction of new community water points (number) and 1.2 rehabilitation of community waterpoints (number); Component2. Institutional and Capacity development, 2.1nationalandstate institutional capacity building and
2.2 community development and demand mobilization; Component 3. Supporting sustainable land management and livelihood development around water points. 3.1 integrated landscape management and 3.2 Agriculture and livestock support; Component 4. Project management, M&E, knowledge management and learning and contingent emergency response.
The Somaliland Government is establishing a core multi-sectoral Project Implementation Unit (PIU) coordinated by the Ministry of Planning. The role of the PIU is to support the management, coordination, implementation and monitoring and evaluation of project activities. The PIU will be staffed with the following positions: -Monitoring and Evaluation Specialist, Finance Management Specialist, Procurement Management Specialist, Safeguards Specialist and project coordinator
The MoPND is seeking to use a portion of the BARWAAQO project to finance the recruitment of a Monitoring and Evaluation Specialist.
2. Duties and Responsibilities
The overall responsibility of the Monitoring and Evaluation Specialists to establish an M&E system and improve the monitoring and reporting in the project across all components to ensure that the expected project development objectives are being achieved. More specifically, the Specialist will have the following key responsibilities
Develop and implement the Monitoring & Evaluation Framework for the project, Based on the results framework of the project, As per the project M&E System, develop M&E Plan for the project and play a leading role in following up the implementation of the plan at all levels, Provide technical inputs on monitoring and evaluation parameters to improve planning, programming and implementation o fproject; Review current monitoring data being collected by the project, the NGO Facilitating Partners and the TA firm and (i) identify additional information that needs to be captured in consultation with the Project Coordinator, the PIU and the World Bank and (ii) ensure the data being collected is credible and verified; Develop standard data collection and reporting templates and formats and ensure harmonized approach for data collection and reporting at all level of the project implementation, Develop improved formats for collecting relevant data and put in place strengthened systems for its collection; Develop or improve existing reporting formats (quarterly reports) for the project; Develop improved formats for and contribute to the production of high-quality reports for the line ministries and the World Bank; Analyze monitoring data, document key findings from monitoring and evaluation activities and submit monitoring reports to the Project Coordinator; Document case studies on successes in the project that can be used in external communications material; Facilitate review of project performance: Develop monthly analysis of project data, shared attain project steering committee meetings, support identification of areas of improvement, track progress, Coordinate and lead the planning and implementation of key M&E activities, including the baseline survey, site selection, development of the project MIS, Mid-term Review , End of Project evaluation study and as appropriate Completion and results report; Provide input to the development/design of any other evaluation work carried out by the project or the World Bank; Provide any necessary support to the consultant in setting up the Management Information System (MIS)for the programme and manage the day-to-day work on the MIS on cities implemented, Liaise with the Third-Party Monitoring Agent on maintenance of the MIS dashboard, work for any discrepancies and system, Coordinate training sessions for PIU staff to take over the MIS management from the third-party monitoring agency, Prepare timely and concise quarterly project progress report, Lead and coordinate bi-weekly M&E meetings with the Third Party Monitoring Firm and WB task team, Collate and file on shared drive the pictures, videos and documentation from the Project, Closely work with the Geo-enabling Initiative for Monitoring and Supervision (GEMS) team on synchronizing the Project MIS with the WB system, Actively participate on supervision missions, Implementation support missions, Project Management Team Meetings and deliver presentations on the NPCU M&E interventions, Conduct any necessary M&E training to the project teams at ministerial level to minimize M&E capacity gaps among the project line ministries, Any other duties as assigned by the Project Coordinator, S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following www.mopnd.govsomaliland.org or can be provided upon submission of application (in person or by E-mail).
Skills and Qualifications
2. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
· Master’s Degree or equivalent in social science preferably development studies, monitoring and evaluation, economics, research or statistics.
· Minimum of at least 5 years of experience with development projects overall, preferably in Somaliland; of which at least 4 years should be on planning, monitoring and evaluation of development projects.
· Experience in monitoring and evaluation in an international agency is preferred;
· Practical Experience in Management Information System (MIS)
· Experience in designing and implementation of results management and monitoring and evaluation systems, data collection and analysis, and results reporting;
· Fluency in English;
· Good analytical and technical report writing skills
· Excellent communication skills: speaking, writing, and listening;
· Excellent computer skills including Microsoft Office tools (Word,Excel,andPowerPoint) and Internet;
• Experience with managing a data base system and software is desired.
• Experience in working with a WorldBank-funded project is an added advantage
In addition to the reports mentioned under “Key responsibilities” above, the consultant in close coordination with the Project Coordinator is responsible for providing periodic (as decided by the Project Coordinator) progress reports and project completion reports.
3. REPORTING
The Monitoring and Evaluation Specialist will report to the PIU Project Coordinator. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the Barwaaqo Project.
7. TIMING Duration of Assignment:
The Monitoring and Evaluation Specialist shall be contracted for an initial one-year period.
The Ministry of Planning and National Development now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested consultants must provide the following (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

The Monitoring and Evaluation Specialist will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
