Job Description

The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The Consulting Services (the Services) is to provide a comprehensive training to Somalia veterinary and livestock officers responsible for inspecting, observing and certifying livestock and livestock products at export ports and border points, livestock disease surveillance and control and livestock testing against recommended diseases as per understanding between Somalia and its importing partners, and export data management and reporting to enable them ensure that international standards in livestock export are applied and complied with at export points.

The consultant service is expected to be conducted and reports delivered within 6 months from commencement.

Skills and Qualifications
The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

a) Core business of the firm and at least 10 years in business (A minimum of 10 years of relevant experience in a national livestock export development, public health, animal health and public veterinary services development. An in-depth practical experience in establishing and implementing an advanced port veterinary officers training that covers holistic areas among them including; inspection procedures, proper handling and transportation of animals and animal products, disease control methodologies, import and export procedures, regulations, international trade agreements, livestock export data documentation, animal health emergency control and handling, food safety practices and standards for animal-based livestock foods and supporting public institutions in developing operating systems using benchmarked best practice approaches.

b) Experience of conducting similar assignments (experience in conducting similar assignment: Familiarity with the related quality, export data production and domestic and export requirements deficit challenges faced by the livestock producing countries in Africa and across the world). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.

c) Experience of relevant services in an environment similar to that of Somalia; and

d) The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November

2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
