Job description

The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The Consulting Services (the Services) is required comprehensively assess the feasibility and sustainability of establishing a national quality control reference testing laboratory under the Somalia Bureau of Standards along with testing labs at key border points to facilitate trade.

The consultancy service is expected to be conducted over a period of 6 months from commencement.

Skills and qualifications
The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

a) Core business of the firm and at least 10 years in business (an exceptional understanding and proven experience in developing and managing quality infrastructure, with a particular

focus on laboratory services and testing capabilities in a developing country context. Essential qualifications include: Minimum of 10 years of business operation and specific experience in establishing and operating quality infrastructure laboratories, emphasizing quality infrastructure, compliance, and risk management for livestock products, agro-products; experience providing/designing/installing services in metrology, standardization, and laboratory accreditation processes in livestock.; Familiarity with sub-Saharan Africa’s specific challenges and opportunities, especially in trade and quality infrastructure development.)

b) Experience of conducting similar assignments (at least one experience in conducting similar assignment). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.

c) Experience of relevant services in an environment similar to that of Somalia; and

d) The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November

2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the World Bank’s Procurement Regulations.
