Services required
– Consultancy service for engineering design, supervision, and development of tender documents for 17 new girls’ schools and construction/renovation of 296 twin toilets in 74 schools to be constructed in Banadir and FMS

1. Background
The Federal Government of Somalia through the Ministry of Education, Culture and Higher Education secured funding from the Global Partnership for Education (GPE) for Girls’ Education Accelerator (GEA) grant. CARE International is the Grant Agent for this grant. The GEA is designed to contribute to the achievement of the government priorities reform defined in the 2023 Partnership Compact, which is aligned with the priorities of the Education Sector Strategic Plan (2022-2026). The GEA grant is a three-year grant intended to enhance equitable access to quality and inclusive education in rural and urban areas by addressing supply and demand barriers, particularly those related to gender and social inclusion. The GEA program aims to address gender disparities in education sector, focusing on strengthening system capacity on gender and inclusion to boost equitable access and gender-responsive and socially inclusive practices at classroom and school management levels. The GEA will support the MOECHE and FMS MOEs to enroll an additional 41,140 vulnerable girls through various interventions.
Key objectives under outcome 1 include (i) construct 20 new girls’ schools in underserved areas with high concentration of out-of-school girls and limited or no provision of education services and (ii) provide capitation grants and special grants to maximize access for extremely vulnerable girls. For outcome 2, the grant aims to improve girls’ learning outcomes by addressing barriers including limited availability of qualified female teachers, limited teacher capacity to implement gender-responsive teaching, lack of harmonized institutional guidance on gender for teacher training and coaching, limited institutional capacity for gender-responsive teacher training and coaching and lack of policies and guidelines on school safeguarding.
Under outcome 3, the program seeks to address barriers to gender-responsive planning and policy development / implementation including limited availability of staff qualified to serve internal resources and advocates for gender and inclusion at the MOECHE/ FMS MOEs, limited capacity at FMS MOEs level for gender-responsive and inclusive education planning and rollout of the Gender and SEND & IE policies, lack of guidelines for systematic tracking of gender and inclusion in quality assurance processes, limited tracking of gender and inclusion in institutional monitoring processes and lack of consistent guidance for incorporation of gender and inclusion in EiE.
The overall program beneficiary targets include:
· 15,600 vulnerable out of schoolgirls in underserved areas with highest concentration of out-of-school girls and limited or no provision of education services will be enrolled through construction of 20 new schools for girls.
· 15,000 vulnerable out-of-school girls will be enrolled through capitation grants.
· 10,000 vulnerable out-of-school girls and girls affected by emergencies receiving 30-month special grants to enroll and remain in primary school.
· 1200 (60% girls) out-of-school children with severe disabilities attending special needs education through a 30-month special grant.
2. Description of the Locations
The GEA will support construction of new girls’ schools in each Federal Member state as indicated in the table below:

Selection of target districts, locations and schools will be led by MOECHE in consultation with the five FMS MOEs and BRA and the Grant Agent. The selection process will be finalized as part of the needs assessment exercise that is now on-going. The targeting procedures will include prioritization of areas with limited or no provision of education services and high concentration of out-of-school girls for construction of girl’s schools and schools without toilets for girls excluding schools already targeted by STG for renovations and expansion.
1. Objectives of the Consulting Services
The overall objective of the consultancy is to develop an architectural plan/design, Bill of Quantities and Bill of materials for 20 new girls’ school and 296 twin toilets in 74 target schools as well as supervision of on-going construction work across the project target locations.
2. The consultancy is expected to achieve the following specific results:
· Produce an inception report.
· Develop architectural plans/designs for construction of new schools and toilets.
· Develop Bill of Quantities for construction of new schools and toilets.
· Develop Bills of Materials for construction of new schools and toilets.
· Supervision of school Construction as well as construction/renovation/expansion of twin toilets
· Draft tender documents with the general conditions of the construction firm, standards specifications for the civil works, supplies, and construction materials for the construction of the 20 schools and 296 twin toilets in 74 target schools.
3. Execution of the Study
a. Overall approach and management of the assignment
Prior to commencement of the consultancy assignment, the Federal Ministry of Education, Culture and Higher Education (MoECHE) shall have engaged the regional states and educations partners, identified, and completed selection of target districts/locations and schools. The consultant shall undertake a desk review of all available relevant information and reports on the target districts/locations and schools leading to the attainment of the objectives of the assignment and shall, with the prior agreement of the client, do field surveys to collect primary additional information as necessary. The consultant shall cooperate with MoECHE and FMS MOEs including BRA during the mobilization period and obtain a consensus with the key stakeholders. The consultants will work with the Program Management Committee (PMC) to ensure smooth execution of the assignment.
The consultant Firm shall assigna site Engineer in each of the Federal Member State who will be supervising and monitoring the ongoing construction work on a regular basis ensuring that the Contractor performs quality works and complies with the terms of the construction contract and provide the approvals necessary for the payment of the works.
4. Reports and Schedules
I. General
The Consultant will prepare and submit to the client 5 copies each of the following listed reports for circulation to CARE, MOECHE and the respective Federal Member states.
II. Schedule of Submission of reports
The schedule for submission, from the mobilization date is given as follows.
I. Inception Report
The Inception Report shall be submitted not more than 15 days upon signing the contract. The inception report will describe the consultant’s organizational work plan for carrying out the assignment as well as any important initial findings.
II. Final Reports
These reports will be submitted at the end of the consultancy work. The report shall be accompanied by copies of the work plan and staff scheduling chart marking clearly the progress made up to the end of the reporting period as compared with the work plan. They shall be submitted within ten days to the end of the report period.
III. Detailed Designs and Tender Documents
The detailed design shall be prepared including the full results of the work carried out by the consultants for the proposed subprogram Design calculations, drawings, cost estimates, economic and financial justifications shall be presented in annexes. The report shall be submitted first in draft form and the final editions of the report will be submitted after incorporating comments by the client. Tender documents shall be prepared for each of the agreed contract packages including bidding documents and bid drawings.
Skills and Qualifications
Key Personnel and Required Qualifications
The consulting firm shall propose an appropriate team with qualified members to undertake the services outlined above. The team shall include key experts with qualifications described below. The firm can propose additional experts for efficient implementation of the assignment.
· Architect with MSc/BSc in Architectectural Engineering or related field with at least 3-4 years of familiarity with Auto CAD,ArchiCAD and LUMION or other rendering softwares.
· Civil Engineer with MSc/BSc in Civil Engineering or related field with 3-4 years of paractical experience in construction supervision and construction management or equivalent civil works.
· Surveyor with MSc/BSc in Surveying or Civil Engineering with 5 years of experience in topographic and land surveying with field expertise, workined similar role in infrastructure projects.
8. Implementation Schedule
The total implementation period of the assignment phase will be 12 months (1 Year) from the award of the contract and mobilization. The consulting firm shall commence work within 15 days of receipt of Notice to Proceed (award of contract) and shall complete all work within a maximum period of 12 months (1 Year) from award of contract. The consultant shall submit a tentative proposed implementation schedule, however in the inception report the consultant shall submit a detailed work plan and implementation schedule showing dates for key activities by calendar months.
9. Responsibilities of the Consulting Firm
· The consulting firm shall be able and willing to access selected target districts/location and schools for effective implementation of the consultancy terms of reference.
· The Firm shall cooperate fully with the executing agency, MoECHE, FMS MOEs and CARE Somalia. The Firm shall also liaise with CARE GEA Program Management Team.
· The Firm shall exercise all reasonable skill, care, and diligence in the performance of services under the Agreement and shall carry out all responsibilities in accordance with recognized professional standards.
· The Firm shall take into account relevant comments from the Program Team, MoECHE, FMS MOEs and shall be responsible for the accuracy of its work, conclusions and recommendations.
· The Firm shall provide sufficient work power to complete the assignment within the stipulated period.
· The Firm, the employees of the Firm, and any sub-contractors whilst in Somalia shall respect the laws and customs and culture of the communities.
· The copyright of documents prepared by the Consultants in connection with this contract rests with the client. The Consultants may take copies of such documents but shall not use the contents thereof for any purpose unrelated to the contract without the prior written approval of the client.
· The Firm shall be liable to the client for the performance of the services in accordance with the provisions of the Contract and for any loss suffered by client as a result of gross negligence or criminal action by the Firm.
10. Responsibilities of CARE, MOECHE and FMS MOEs.
· The MoECHE, FMS MOEs and CARE here referred to as the “clients” shall assist the Consulting Firm to obtain and/or access all available reports, maps, and documents pertinent to the proposed location.
· The Clients shall be responsible for all liaisons between the consultant and all other parties involved in the assignment.
· The client will make decisions on all reports, recommendations and other matters properly referred to by the consultant for a decision, within such a reasonable time so as not to delay the progress of the assignment.
· MoECHE and FMS MOEs shall facilitate the speedy granting to the Consultant and any of the Consultant’s personnel in respect of services to be carried out in this contract: Unobstructed access to all sites and locations involved in carrying out the assignment, notwithstanding other factors, and discretion of the national and local authorities.
11. Evaluation Criteria
· A detailed technical proposal with a detailed methodology in line with the TOR and work plan to be undertaken to fulfil the tasks mentioned in this TOR.
· Updated CV detailing key qualifications of the professional team as outlined below.
o Architect with MSc/BSc in Architectectural Engineering or related field with at least 3-4 years of familiarity with Auto CAD,ArchiCAD and LUMION or other rendering softwares.
o Civil Engineer with MSc/BSc in Civil Engineering or related field with 3-4 years of paractical experience in construction supervision and construction management or equivalent civil works.
o Surveyor with MSc/BSc in Surveying or Civil Engineering with 5 years of experience in topographic and land surveying with field expertise, workined similar role in infrastructure projects.
· A Financial proposal including breakdown of the following tasks to be carried out and the corresponding payments.
o Cost of developing Architectural plans/design, Bill of Quantities, Bill of materials and tender documents.
o Cost of monitoring and supervision of all ongoing construction works across the five states for 12 months.
· At least 5 years’ experience of conducting similar assignments in Somalia
· Should be duly registered in Somalia with valid registration documents including a valid tax compliance certificate.
· A sample of recently written report/work for a similar assignment. Share proof in terms of contracts or LPOs.
· Demonstrated experience and a good track record of working with government, international organizations such as international NGOs, or the UN in Somalia.
· Contact details of three references.
