Project Background
1 Project Description
Somalia – Horn of Africa Infrastructure Integration Project” (SHIIP) funded by the World Bank, is part of a larger program aimed at enhancing connectivity among the countries in Horn of Africa and access to seaports; facilitation of domestic and regional trade and economic integration, and road safety. For this project, the Federal Government of Somalia Ministry of Public Works, Reconstruction and Housing (MoPWR&H) will prepare a spatially coordinated investment pipeline of economic corridor projects to strengthen the National Government’s management of the transport and trade sectors.
The MoPWR&H/SHIIP PROJECT is therefore looking for a dynamic, motivated, creative and an open-minded individual for the post of social safeguards specialist. Owing to this, The Ministry of Public Works, Reconstruction and Housing/SHIIP project now invites eligible individual consultants to indicate their interest in providing the services.
2.RESPONSIBILITIES:
Under the supervision of the PCU Senior Project Coordinator of the PCU at FGS MOPWR&H the Social Development Specialist shall:
a) be the main focal point for the implementation of the social instruments for the SHIIP project and will provide capacity building support and guidance to the social and GBV specialists on social risk management (SRM) at FMS level b) will oversee the implementation of the Social Management Framework, Stakeholder Engagement Plan, and Labour Management Procedures, and the GM for the project, as well as review and monitor the implementing partner ESMPs. c) provide guidance, technical and capacity building support on SRM in the Project Management Team (PMT) at the MoPWR&H, as well as the social development specialists at FMS MoH, and the implementing partners and other contractors c) promote collaboration and coordination with social safeguards specialists in the MoPWR&H projects as well as other projects supporting the roll out and implementation of the revised EPHS framework across the country d) be responsible for ensuring inclusive and genuine stakeholder engagement and a project wide GM that is accessible to all communities, workers and stakeholders and ensure synergy with the component on citizen engagement and feedback. They will provide leadership on social risk management and identify synergies and promote coordination across government partners and other agencies e) be responsible to ensure that all social risks and impacts are monitored and the mitigated and social safeguards instruments and the ESCP are implemented on time and reported on every quarter f) facilitate the immediate reporting of any severe safeguard incidents as per the Projects Operations Manual and the Environmental and Social Incidents Reporting Toolkit protocols, including providing input as required to the Root Cause Analysis and supporting implementation of the relevant corrective action plans as agreed upon between MoPWR&H and the World Bank g) compile regular monitoring and reporting on integrated feedback and grievance management and overall project performance on social risk management, including Sexual Exploitation, Abuse and Harassment (SEA-H), as input to regular project progress narrative reports (quarterly, semi-annual and annual) and presentations, as outlined in the ESCP. This includes regular grievance reports and logs and any other reports as may be agreed between MoPWR&H and World Bank participate in all joint implementation and supervision missions monitoring missions, and project related workshops, consultations, meetings as required conducted h) Responsible to ensure that all social risks and impacts are monitored and the mitigated, and social safeguards instruments and the ESCP are implemented on time and reported on every quarter
b) stakeholders and ensure synergy with the component on citizen engagement and feedback
c) Provide leadership and identify synergies on social risk management, and promote coordination across government partners and other agencies
Skills and Qualifications
SELECTION CRITERIA
The Social Development Specialist should have an advanced degree (MA and above) in Sociology, Development Studies, social development or related disciplines and should have at least five years of experience in social inclusion and risk management including in preparation of environmental and social risk management instruments such as ESIAs, Social Assessments, Indigenous People Plans, Stakeholder Engagement Plans, Resettlement Action Plans (RAPs), ESMPs etc. Experience with the World Bank funded project is an added advantage as well as experience in gender-based violence issues. Given that the social development specialist required to know geographically the project area in the client’s country.
3., REPORTING
The Social safeguards development specialist will report to the Project coordinator. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SHIIP project.
4. INDICATIVE ASSIGNMENT TIMEFRAME
The work assignment, under this term of reference, involve full-time consultancy services for a period of four and half (4.5) years. An initial Contract will be issued for a period of one (1) year, with a probation period of six (6) months and may be extended for a period of one (1) year and renewable annually subject to satisfactory performance of the retained social Development Specialist, budget availability and operational needs, as determined by the Bank.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
