The Social & Human Capital Transformation Specialist will play a crucial role in advancing Somalia’s National Transformation Plan (NTP) 2025-2029 by focusing on enhancing education, healthcare, and social protection systems. This position is dedicated to fostering human development and social inclusion, with a particular emphasis on youth and women empowerment. By improving social and human capital, the specialist will contribute to building a resilient and equitable society capable of sustaining long-term socio-economic growth.
The Social & Human Capital Transformation Specialist will play a vital role in enhancing the quality of life for all Somalis by improving education, healthcare, and social protection systems. By focusing on youth and women development, this specialist will ensure that the benefits of socio-economic growth are inclusive and equitable. The successful execution of these responsibilities will build a strong foundation for sustainable development, creating a resilient and empowered population that can drive Somalia’s progress. With a commitment to collaboration, innovation, and continuous improvement, the Social & Human Capital Transformation Specialist will help realize the vision of a transformed and thriving Somalia.
Objectives
The primary objectives of the Social & Human Capital Transformation Specialist are to:
Improve the quality and accessibility of education and healthcare services.
Promote youth and women development initiatives.
Strengthen social protection systems to support vulnerable populations.
Enhance human capital development to drive sustainable socio-economic growth.
Key Responsibilities
Education and Healthcare Improvement
Strategic Planning: Develop comprehensive strategies to enhance the quality and accessibility of education and healthcare services across Somalia.
Policy Development: Provide technical support in formulating policies that improve educational outcomes and healthcare delivery.
Capacity Building: Conduct training programs to build the capacity of educators, healthcare professionals, and administrative staff to ensure effective service delivery.
Infrastructure Development: Collaborate with stakeholders to improve educational and healthcare infrastructure, ensuring facilities are well-equipped and accessible.
Youth and Women Development
Program Design: Design and implement programs aimed at increasing youth and women participation in the economy, education, and governance.
Leadership Training: Develop leadership training and empowerment initiatives to enhance the skills and capabilities of young people and women.
Economic Empowerment: Facilitate access to education, vocational training, and employment opportunities for youth and women to promote economic independence.
Mentorship and Support: Establish mentorship programs and support networks to guide and assist youth and women in their personal and professional development.
Social Protection Systems
Policy Formulation: Develop and strengthen social protection policies to support vulnerable populations, including children, elderly, and marginalized groups.
Program Implementation: Design and implement social protection programs that provide financial assistance, healthcare, and other essential services to those in need.
Public Awareness: Conduct public awareness campaigns to inform citizens about available social protection measures and how to access them.
Human Capital Development
Education and Training: Promote technical and vocational education and training (TVET) to equip individuals with skills relevant to the labor market.
Workforce Development: Collaborate with industries to align educational programs with labor market needs, ensuring a skilled and employable workforce.
Innovation and Research: Encourage innovation and research in education and healthcare
Skills and Qualifications
The ideal candidate for the Social & Human Capital Transformation Specialist position should possess the following qualifications:
Educational Background: A Master’s degree in Social Sciences, Public Health, Education, or a related field.
Professional Experience: A minimum of 7 years of experience in social and human capital development, with a proven track record of implementing successful initiatives.
Technical Skills: Strong understanding of social policies, education and healthcare systems, and best practices in social protection.
Analytical Skills: Excellent analytical skills to assess social issues, develop strategic solutions, and evaluate the impact of initiatives.
Communication Skills: Strong communication and report-writing skills to effectively convey information to various stakeholders and prepare comprehensive reports.
The Ministry of Labor and Social Affairs now invites eligible individual consultants to indicate their interest in providing these services. Interested individual consultants must provide information indicating that they are qualified to perform the services by sending his/her CVs and Cover letter.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated October 2015, which is available on the Bank’s website at http://www.afdb.org. The Ministry of Labor and Social Affairs is under no obligation to shortlist any individual consultants who expresses interest.
