Somalia’s infrastructure is a critical enabler of economic growth and social development. The nation’s roads, ports, and airports serve as vital links for trade, transportation, and connectivity, driving the movement of goods, services, and people. However, years of conflict and instability have left much of Somalia’s infrastructure in a state of disrepair, posing significant challenges to development efforts. The Infrastructure Development Specialist will play a pivotal role in the National Transformation Plan (NTP) 2025-2029 by leading initiatives to rehabilitate and expand the country’s infrastructure. This role focuses on the Logistics and Infrastructure Lab, which aims to cover the critical areas of roads, ports, and airports, ensuring they meet the needs of a modern, dynamic economy.

The importance of this position cannot be overstated. Robust infrastructure is essential for facilitating trade, attracting investment, and enhancing the overall quality of life for Somalia’s citizens. Improved roads reduce transportation costs, enhance market access, and foster regional integration. Modernized ports boost trade efficiency and competitiveness, while well-functioning airports support tourism and international connectivity. By addressing these critical areas, the Infrastructure Development Specialist will contribute to laying the foundation for sustained economic growth and development.

In addition to physical infrastructure, the specialist will also focus on strengthening institutional frameworks and building capacity within relevant government agencies. This includes developing policies, regulatory frameworks, and strategic plans that guide infrastructure development and maintenance. Collaboration with international donors, private sector partners, and local communities will be key to mobilizing the necessary resources and expertise for successful project implementation.

The specialist will also address the integration of sustainable practices and technologies in infrastructure projects. This includes promoting the use of environmentally friendly materials, implementing energy-efficient systems, and ensuring resilience to climate change impacts. By embedding sustainability into infrastructure development, Somalia can build infrastructure that is not only modern and efficient but also resilient and sustainable in the long term.

Objectives

The primary objectives of the Infrastructure Development Specialist are to:

Develop and implement strategies for the rehabilitation and expansion of Somalia’s infrastructure.
Enhance the efficiency and connectivity of roads, ports, and airports.
Strengthen institutional frameworks and build capacity within government agencies.
Promote sustainable practices in infrastructure development.
Key Responsibilities

Infrastructure Strategy Development
Strategic Planning: Develop comprehensive strategies for the rehabilitation and expansion of roads, ports, and airports in alignment with national development goals.
Policy Formulation: Provide technical support in the formulation of policies and regulatory frameworks that guide infrastructure development and maintenance.
Master Planning: Develop master plans for key infrastructure sectors, ensuring a coordinated and integrated approach to development.
Project Management and Implementation
Project Design and Feasibility: Conduct feasibility studies and design infrastructure projects, ensuring they meet technical, financial, and environmental standards.
Project Execution: Oversee the implementation of infrastructure projects, managing timelines, budgets, and quality standards.
Contract Management: Manage contracts with construction firms, consultants, and other stakeholders, ensuring compliance with contractual terms and performance standards.

Institutional Capacity Building
Capacity Development: Conduct training programs and workshops to build the capacity of government officials and institutions involved in infrastructure development.
Institutional Strengthening: Strengthen institutional frameworks and processes for infrastructure planning, implementation, and maintenance.
Technical Assistance: Provide technical assistance to government agencies in areas such as project management, procurement, and regulatory compliance.
Stakeholder Engagement and Collaboration
Partnership Building: Develop partnerships with international donors, private sector partners, and local communities to mobilize resources and expertise.
Stakeholder Coordination: Coordinate with relevant stakeholders to ensure alignment and collaboration on infrastructure projects.
Public Consultation: Conduct public consultations to gather input and ensure infrastructure projects meet the needs and expectations of local communities.
Sustainable Infrastructure Development
Sustainability Integration: Integrate sustainable practices and technologies in infrastructure projects, promoting the use of environmentally friendly materials and energy-efficient systems.
Climate Resilience: Ensure infrastructure projects are designed and implemented to be resilient to climate change impacts.
Environmental Management: Develop and implement environmental management plans to mitigate the environmental impacts of infrastructure projects.
Skills and Qualifications
The ideal candidate for the Infrastructure Development Specialist position should possess the following qualifications:

Educational Background: A Master’s degree in Civil Engineering, Infrastructure Planning, Urban Planning, or a related field.
Professional Experience: A minimum of 7 years of experience in infrastructure development, with a proven track record of implementing successful projects.
Technical Skills: Strong understanding of infrastructure policies, project management, and best practices in sustainable infrastructure development.
Analytical Skills: Excellent analytical skills to assess infrastructure needs, develop strategic solutions, and evaluate the impact of projects.
Communication Skills: Strong communication and report-writing skills to effectively convey information to various stakeholders and prepare comprehensive reports.
Collaboration Skills: Proven ability to work collaboratively with government officials, private sector stakeholders, and international partners to achieve common goals.
