Somalia’s infrastructure is a critical enabler of economic growth and social development. The Somalia is at a pivotal point in its journey towards modernization and economic revitalization, with digital transformation being a key driver of this progress. The ICT sector plays a crucial role in enabling the efficient delivery of public services, enhancing governance transparency, and fostering economic growth. As part of the National Transformation Plan (NTP) 2025-2029, the ICT Expert will spearhead efforts to integrate advanced technologies and digital solutions into various sectors, ensuring that Somalia harnesses the full potential of ICT for national development.

The importance of this position within the NTP framework cannot be overstated. Robust ICT infrastructure and services are foundational to modern governance and economic systems. They facilitate improved public service delivery, enhance communication and coordination across government agencies, and provide citizens with greater access to information and services. By promoting digital literacy and ICT adoption, Somalia can create a more inclusive and competitive economy, attract investment, and drive innovation.

Moreover, digital transformation aligns with the global shift towards knowledge-based economies, where ICT is central to productivity and competitiveness. In Somalia, this transformation can bridge gaps in service delivery, support e-governance initiatives, and foster a transparent and accountable government. The ICT Expert will be instrumental in implementing these changes, ensuring that the benefits of digital technologies are widely accessible and effectively utilized across all sectors.

The ICT Expert will also support the implementation of national policies and frameworks that promote the development of ICT infrastructure, cybersecurity, and digital skills. This includes facilitating partnerships with international donors, private sector entities, and educational institutions to build a robust digital ecosystem. By integrating ICT into the national development agenda, Somalia can accelerate its progress towards achieving sustainable development goals and improving the quality of life for its citizens.

Objectives

The primary objectives of the ICT Expert are to:

Develop and implement digital transformation strategies that enhance public service delivery.
Promote the adoption of e-governance solutions to improve transparency and accountability.
Build the capacity of public institutions in ICT.
Foster partnerships to support the development of ICT infrastructure and services.
Key Responsibilities

Digital Transformation Strategies
Strategic Planning: Develop comprehensive digital transformation strategies that align with national development goals and international best practices.
E-Governance Solutions: Promote the adoption of e-governance solutions to streamline administrative processes, improve service delivery, and enhance citizen engagement.
ICT Policy Development: Provide technical support in formulating ICT policies and regulatory frameworks that foster a conducive environment for digital innovation and growth.
ICT Solutions for Public Service Delivery
Public Services Digitalization: Identify and implement ICT solutions that improve the efficiency and accessibility of public services, including healthcare, education, and social services.
Data Management Systems: Develop robust data management systems to enhance transparency, data sharing among agencies, and informed decision-making.
Digital Infrastructure: Collaborate with stakeholders to develop and maintain ICT infrastructure, ensuring reliable and secure access to digital services.

Transparency and Accountability
Monitoring and Evaluation Systems: Develop digital monitoring and evaluation systems to track the performance of government programs and initiatives, ensuring accountability and transparency.
Anti-Corruption Initiatives: Implement ICT solutions that support anti-corruption measures, such as digital procurement systems and online reporting platforms.
Public Engagement: Enhance government communication and engagement with citizens through digital platforms, providing timely and accurate information.
Capacity Building
Training Programs: Conduct training programs to build ICT capacity within public institutions, focusing on digital literacy, cybersecurity, and the use of e-governance tools.
Technical Assistance: Provide ongoing technical assistance to government agencies in implementing and managing ICT projects.
Knowledge Sharing: Facilitate knowledge sharing and collaboration among government entities, private sector partners, and international organizations to promote best practices in ICT.
Partnership Development
International Collaboration: Develop partnerships with international donors, private sector entities, and educational institutions to support the development of ICT infrastructure and services.
Investment Mobilization: Attract investment in the ICT sector by promoting Somalia’s digital transformation agenda and showcasing potential opportunities.
Public-Private Partnerships (PPPs): Facilitate the establishment of PPPs to drive innovation and resource mobilization for ICT projects.
Sustainability and Innovation
Sustainable ICT Practices: Promote the use of sustainable ICT practices, including energy-efficient technologies and environmentally friendly solutions.
Innovation Hubs: Support the creation of innovation hubs and incubators that foster entrepreneurship and technological innovation.
Research and Development (R&D): Encourage R&D activities that drive advancements in ICT and address local challenges through innovative solutions.
Monitoring and Evaluation
Performance Metrics: Develop Key Performance Indicators (KPIs) to track the progress of digital transformation initiatives and ensure alignment with NTP goals.
Regular Assessments: Conduct regular assessments to evaluate the effectiveness of ICT projects, identifying challenges and opportunities for improvement.
Progress Reporting: Prepare comprehensive progress reports and presentations for stakeholders, providing insights into the achievements and impact of ICT initiatives.
Skills and Qualifications
The ideal candidate for the ICT Expert position should possess the following qualifications:

Educational Background: A Master’s degree in Information Technology, Computer Science, Digital Transformation, or a related field.
Professional Experience: A minimum of 7 years of experience in ICT and digital transformation, with a proven track record of implementing successful projects.
Technical Skills: Strong understanding of ICT policies, digital transformation strategies, and best practices in e-governance.
Analytical Skills: Excellent analytical skills to assess ICT needs, develop strategic solutions, and evaluate the impact of initiatives.
Communication Skills: Strong communication and report-writing skills to effectively convey information to various stakeholders and prepare comprehensive reports.
Collaboration Skills: Proven ability to work collaboratively with government officials, private sector stakeholders, and international partners to achieve common goals.

Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Framework dated October 2015, which is available on the Bank’s website at http://www.afdb.org. The Ministry of Labor and Social Affairs is under no obligation to shortlist any individual consultants who expresses interest.
