Project Background
1 Project Description
Somalia – Horn of Africa Infrastructure Integration Project” (SHIIP) funded by the World Bank, is part of a larger program aimed at enhancing connectivity among the countries in Horn of Africa and access to seaports; facilitation of domestic and regional trade and economic integration, and road safety. For this project, the Federal Government of Somalia Ministry of Public Works, Reconstruction and Housing (MoPWR&H) will prepare a spatially coordinated investment pipeline of economic corridor projects to strengthen the National Government’s management of the transport and trade sectors.

The MoPWR&H/SHIIP PROJECT is therefore looking for a dynamic, motivated, creative and an open-minded individual for the post of Gender specialist. Owing to this, The Ministry of Public Works, Reconstruction and Housing/SHIIP project now invites eligible individual consultants to indicate their interest in providing the services.

2.RESPONSIBILITIES:

Under the supervision of the PCU Senior Project Coordinator of the PCU at FGS MOPWR&H the Gender Development Specialist shall:

a) Contribute where relevant/needed to the development of GBV aspects of key safeguard requirements, and ensure the integration and implementation of risk mitigation measures for GBV / SEA/ H in key instruments, including any updates to the Environmental and Social Management Framework (ESMF), which also includes the GBV Action Plan; the Environmental and Social Management Plan (ESMP); the Labor Management Plan (LMP); the Security Management Plan (SMP); and the Stakeholder Engagement Plan (SEP) b) Ensure that the GBV risk assessment is integrated into the social assessment that is part of the C / ESMP which will be carried out during the preparatory phase of the project and is also updated throughout the implementation of the project and in developing or adapting the GBV Action Plan; c) Contribute to the monitoring and evaluation of the GBV elements of the environmental and social safeguard documents prepared within the framework of the project d) Design Consultancy Services including Ensure integration of specific GBV clauses in the Bidding Documents prepared by the Design Consultants in the terms of reference and in the service provider codes of conduct (companies, control missions, etc.); and Contribute to review of the documents prepared Design Consultants to ensure that the effectiveness of the contractor’s GBV risk mitigation plan is taken into account e) Supervision of Consultants or NGOs specializing in GBV f) Support for the implementation of the grievance mechanism (GM) g) Coordination and collaboration, Monitoring and evaluation, Analysis of data and activities, g) Ensure that all upcoming TORS, including for feasibility studies and technical design features for corridors/roads, have a gender perspective, meaning that they capture all the opportunities and risks that the project can bring to women h) Ensure that all data collected on road safety is disaggregated by sex and transport mode and identify other areas where the Program can contribute to close additional gender gaps i) The Gender Officer directly reports to SHIIP Project Coordinator

Skills and Qualifications
SELECTION CRITERIA

a) A University Bachelor’s Degree in Law, Humanities, International Relations, Development/Social Study, or a related discipline from a recognized university and at least 8 years work experience in. OR, Masters’ degree in Law, Humanities, International Relations, Development/Social Study, Gender Studies, from a reputable university and at least 5 years’ experience,

b) At least 3 years’ experience and two similar projects in a developing country preferable in Sub-Saharan Africa in the transport infrastructure sector.

c) At least five years of experience in supervising GBV prevention and response activities;

d) At least five years’ experience in conducting awareness campaigns on women’s rights, gender equality, GBV, and / or reproductive health considered an advantage

e) At least five years of experience conducting gender analysis;

f) Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in the implementation of activities to prevent and address GBV;

g) Good experience in data collection and analysis on GBV;

h) Experience of work with Development Partners (such as the World Bank, African Development Bank, European Union, United Nations, etc.) is added value advantage.

i) Computer literacy in standard software such as Microsoft Office (Word, Excel, Access, PowerPoint, Outlook, etc.) is mandatory

j) Resilience, flexibility and professional integrity, including the ability to maintain a constructive approach to work and interpersonal dealings, particularly during times of pressure and on sensitive issues

k) Excellent oral and written communication skills in English Language to deliver presentations and reports

l) Ability to work and deliver results in an environment with multiple and challenging tasks

m) High level of integrity, confidentiality in handling public resources, must be highly motivated, innovative and a committed team player

3., REPORTING

The Gender development specialist will report to the Project coordinator. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) for the SHIIP project.

4. INDICATIVE ASSIGNMENT TIMEFRAME

The work assignment, under this term of reference, involve full-time consultancy services for a period of four and half (4.5) years. An initial Contract will be issued for a period of one (1) year, with a probation period of six (6) months and may be extended for a period of one (1) year and renewable annually subject to satisfactory performance of the retained Gender Development Specialist, budget availability and operational needs, as determined by the Bank.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018, November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
