The Federal Government of Somalia has received financing from the African Development Bank toward the cost of the Skills for Employability, Inclusion, and Productivity Project (SEIP), and intends to apply part of the agreed amount for this grant to payments under the contract for Developing and Implementing a TVET Communication Strategy, and Conducting a Gender Study on Female Enrolment in Male-Dominated Trades.
The services included under this project is conducting a comprehensive Gender Study on female enrolment in male-dominated trades to: (i) identify factors influencing female enrolment in male dominated trades (ii) develop and implement comprehensive communication strategy for TVET programs that is sensitive to gender considerations (iii) increase the awareness and understanding of the importance of gender equality in TVET and (iv) promote participation and inclusion of women and girls in the male dominated TVET.

The consultant is expected to deliver the following:
Skills and Qualifications
The assignment is expected to last for 4 months, starting from the date of the contract commencement. Additionally, a validation workshop is planned within the first month.
The consultant’s location is expected to be in Somalia. Specific travel to the Federal Member States is required for field visits, stakeholder consultations, and data collection.
The Ministry of Labour And Social Affairs now invites eligible consultants to indicate their interest in providing these services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may constitute joint ventures to enhance their chances of qualification.
Eligibility criteria, establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s “Rules and Procedures for the use of Consultants” October 2015, which is available on the Bank’s website at http://www.afdb.org.
