The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of Somali Sustainable Fisheries Development Badmaal Project (SSFDP) and intends to apply part of the proceed for consulting services.
The Consulting Services (the Services) include to Undertake a comprehensive SWOT (Strengths, Weaknesses, Opportunities, and Threats) Analysis of the Warsheikh and Jazeera communities to establish population profiles and their dependence on fisheries, number of fishermen and active boats to include fishing gear and methods, seasonality of production by species and estimated total annual landings of all species. Assess the current patterns of trade in fish, the persons and organizations involved, their methods of operation, costs of activity, quantity and species types traded, seasonality of activity, locations of final markets, percentage of fish loss or wastage and estimated profitability. The Consultant will undertake all the specific tasks detailed out in the Terms of Reference (TOR).
The consultancy service is expected to be conducted and reports delivered within 14 working weeks from the date of commencement. Skills and Qualifications
The Ministry of Fisheries and Blue Economy (MFBE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:
a) Core business of the firm and at least 10 years in infrastructural development Engineering such as Civil Engineering, Structural Engineering, Marine works for fisheries or marine infrastructure etc.).
b) The firm should have a proven track record of successfully delivering feasibility studies and the design of infrastructure in the fisheries sector or related fields to include renewable energy specifications for remote communities. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
c) Experience of relevant services in an environment similar to that of Somalia; and
d) The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff). Key experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Consultant Qualification Based Selection (CQS) method set out in the World Bank’s Procurement Regulations.
