Job Description

The Government of the Federal Republic of Somalia has received financing from the World Bank toward the cost of De-Risking, Inclusion and Value Enhancement of pastoral economies in the Horn of Africa Project (DRIVE) and intends to apply part of the proceed for consulting services.

The Consulting Services (the Services) overarching goal is to develop a comprehensive National Cooperatives Policy and Act for Somalia that will strengthen the cooperative sector, particularly in key productive sectors. This policy and act aim to enhance productivity, market access, and value addition in these sectors by supporting cooperatives to pool resources, access better technology, and improve product quality. The Services will provide a structured framework to foster sustainable development, economic progress, and social inclusion across Somalia, while also attracting both local and foreign investment.

The consultant service is expected to be conducted and reports delivered within 5 months from commencement.

Skills and Qualifications
The Ministry of Finance now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

a) Core business of the firm and at least 7 years in business (experience in developing national policies and legislation, particularly in the areas of cooperative development, SME promotion, and inclusive economic growth. The firm should demonstrate a strong track record of successfully delivering similar assignments in developing countries, preferably in sub-Saharan Africa.)

b) Experience of conducting similar assignments (The firm should have successfully completed at least one assignment of similar nature and complexity, involving the development of national cooperative policies and legislation in developing countries.). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.

c) Experience of relevant services in an environment similar to that of Somalia; and

d) The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing –

Goods, Works, Non-Consulting and Consulting Services dated September 2023, (“Procurement

Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
