1. Background: The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program(SCALED-UP). The Ministry of Communications and Technology (MoCT) is the lead Federal Government body mandated to formulate national policies, laws, and regulations related to postal services, telecommunications, and information and communications technology (ICT). The MoCT plays a central role in shaping Somalia’s digital future by developing and implementing policies, fostering sector growth, and addressing legal gaps to create a thriving digital economy. The program seeks to strengthen the government’s capacity to support more comprehensive access to digital-enabled services. Ensuring that the legal framework is enabled to support scaling up in digital services is seen as critical. MOCT is a beneficiary of SCALEDUP Project and intends to apply part of the proceeds of the project to finance Consultancy service to design a comprehensive civic education campaign and materials development for cybersecurity awareness and national digital economy legal framework (Firm)
2. Responsibilities: the consultant will elaborate a concise report on current levels of cyber awareness and knowledge of relevant legal framework; Develop cybersecurity awareness-raising materials for the general public and targeted groups; in close cooperation with the MoCT, develop educational material to increase the public knowledge of the legal framework governing the digital economy in the country (including
Somalia Electronic Transactions Law, Somalia Cybercrimes Law, and Somalia Cybersecurity Law); develop a dissemination plan of the developed material

3. Duration: The firm is expected to complete the proposed assignment within 6 Months.
Skills and Qualifications
The Ministry of Finance invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are as follows:
1. Core business of the firm: Extensive experience with a minimum of 7 years in business (General experience in conducting in cyber-security, communication, and multimedia content production.)
2. Specific experience in successfully implementing similar assignments. (A track record of completing at least three (3) similar assignments). The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount and financing sources.
3. Experience of relevant services in an environment similar to that of Somalia and
4. Technical and managerial organization of the firm (provide only the structure of the organization). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage.
5. The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World
Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services dated in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected
7. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
