1. Background: The National Identification and Registration Authority (NIRA) is a Government Agency in Somalia, first established in 2020, with the aim of creating and maintaining the national identification system. NIRA is, inter alia, responsible for registering citizens and residents and for providing them with secure and verifiable credentials, including a unique identification number and a national identity card. It also serves as a trusted provider of identity verification and authentication services, promoting the use of the foundational identification system. With the establishment of NIRA Somalia, the government is committed to providing a reliable and efficient identification system that will enable individuals to access services and participate in the development of the country. The Ministry of Finance of Federal Government of Somalia has received financing from the World Bank-funded through Somalia Capacity Advancement, Livelihood and Entrepreneurship through Digital Uplift Project (SCALED-UP), NIRA is beneficiary of SCALEDUP Project and intends to apply part of the proceeds of the above project to finance the consultancy service for Security Risk Assessment, Risk Management, and Security Enhancement for NIRA HQ and registration centers (Firm)

2. Responsibilities: The Security Risk Management Consultancy (SRMC) (“Firm”) will support NIRA with security risk management in the context of the ID system’s rollout across the country; The Firm will be responsible for establishing a framework for security risk assessment, developing security risk

management plans, and providing security risk management advisory services; help NIRA make secure decisions for its national ID registration process by assessing security risks and vulnerabilities, including potential for tension or inequality, and advise NIRA, through a security risk assessment, on the extent, if any, by which registration activities may cause or exacerbate tension and inequality among beneficiaries and communities; Identify potential security and safety risks and vulnerabilities specific to the operating environment, with a particular emphasis on mitigating security-related threats including terrorist attacks, and assessing the adequacy of physical security measures at both the headquarters and registration sites, ensuring the safety and security of workers, affected parties, and beneficiaries, including government officials, staff, and the general public (e.g., registrants advising NIRA on managing the risks posed by the use of armed security to workers and communities (as applicable), evaluating emergency response plans and building NIRA’s capacity for security risk management. 3. Duration: The firm is expected to complete the proposed assignment within 18 months.

Skills and Qualifications
The Ministry of Finance invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The shortlisting criteria are as follows:

a. Core business of the firm: A minimum of 8 years in business (General experience in providing security risk management; international best practice on security including an understanding and application of ISO 31000 and ISO 18788. The Firm is required to have a valid and current ISO 18788 accreditation for the scope of planning, provision and oversight of risk management and risk consultancy in Somalia.)

b. Specific experience in successfully implementing similar assignments. (Evidence of operational security risk management advice experience to national governments and/or international organizations such as the United Nations. The Consultant shall provide the name and contact address of the Client (office and e-mail address and telephone number), date(s) of execution, name (s) of lead and associate firms, contract amount, and financing sources.

c. Experience of relevant services in an environment similar to that of Somalia

d. Technical and managerial organization of the firm (provide only the structure of the organization). Do not provide CVs of key staff. Key experts will not be evaluated at the shortlisting stage

5. The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services dated in September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

6. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7. A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
