BACKGROUND

The Federal Government of Somalia (FGS) has received financing from the World Bank towards the cost of Somalia Education for Human Capital Development Project; being implemented by the Ministry of Education, Culture and Higher Education. The project is designed to provide interventions to improve system effectiveness, instructional quality, and learning outcomes across all Federal Member States.

The consulting services “The services” include (i) ensuring the timely execution of SEHCD projects involving complete documentation for construction of school infrastructure including periodic supervision; (ii) provision of complete design and bidding documentation and planning solutions using the standard building designs that have been finalized by engineers at PMU (iii) conducting topographical and geological surveys of each school site. (iv) design complete infrastructure required at each school site including classrooms, administration block, toilets and other buildings if so required as per engineering codes prevailing and practiced in Somalia (v) Supporting the project teams in all technical matters related to preparation of designs, drawings and documents like BoQs, technical specifications etc. The Consultant will undertake all the specific tasks and deliverables detailed out in the Terms of Reference (TOR).

Skills and Qualifications
The Ministry of Education Culture and Higher Education now invites eligible firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. may be submitted while responding to the EoI). The short-listing criteria are as follows:

a) Core business of the firm and at least 10 years in business (general experience in the design and supervision of public sector infrastructure development).

b) Specific experience of conducting similar assignments; the firm should have (i) proven experience in undertaking similar civil and engineering works design of public buildings. Supporting documentation of this experience should be enclosed; (ii) prior experience in the supervision and oversight of building construction and/or civil engineering projects —proof of the same needs to be enclosed.

c) Experience of relevant services within an environment like that of Somalia.

d) The technical and managerial organization of the firm. (Provide only the structure of the organization). Do not provide CVs of staff. Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection method (QCBS) set out in the “Procurement Regulations”.
