1.BACKGROUND
The Government of Somalia, through the Ministry of Fisheries and Blue Economy (MFBE has requested for financial support from the World Bank Group in support of the Somali Sustainable Fisheries Development Project (SSFDP). The Project’s Development Objective (PDO) is to improve the sustainable management of selected fisheries and enhance the capacity of targeted coastal communities to benefit from fisheries production. The Ministry intends to apply part of the proceeds towards the recruitment of a Communication Officer.
2. OVERALL OBJECTIVES OF THE ASSIGNMENT:
The Ministry of Fisheries and Blue Economy of the Federal Republic of Somalia, seeks an experienced, highly qualified and committed Communication Officer for the project. The Communication Officer will develop and execute a project-wide communication strategy to enhance ensure project visibility, demonstrate project impact through feature stories, elaborate an internal communication engagement plan, drive social media engagement, and outline a stakeholder engagement tool targeting stakeholders and key audiences (communities and beneficiaries, authorities, partners, public, etc.) and assist the Project Management Unit (PMU). S/He will work closely with the National Project Coordinator and other PMU members and senior officials at the Ministries of Fisheries of the FGS and FMSs.
S/He will develop and implement a project communication strategy for the Badmaal activities clearly outlining the communication objectives, key messages, stakeholders, project audience, communication activities, communication channels, budget/resources and monitoring and evaluations. In addition, the responsibilities shall include preparing a quarterly newsletter on the project, its activities and results. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be provided upon submission of request by E-mail provided below.
Skills and Qualifications
SELECTION CRITERIA; The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The minimum qualifications, experience and competencies include;
· Hold a bachelor’s degree with 7 years of relevant experience or a master’s degree with 5 years of relevant experience in a relevant discipline (communication, journalism, international affairs, Political Science, Sociology or other related fields)
· A minimum of 5 years of experience in managing communications, external relations, or advocacy work of a public or private entity is required.
· Communications strategy preparation and implementation, analysis and reporting skills are highly desired.
· Knowledge of digital and social media communication is desirable.
· Excellent command of Somali and English language (oral and written) is required.
4. REPORTING; The Communication Officer will report to the National Project Coordinator of the SSFDP. In addition, he/she will perform under the overall guidance of the World Bank Task Team Leader(s) and Project Implementation Unit (PIU) Team for the Project.
5.TIMING DURATION OF ASSIGNMENT: The duration of the assignment is one year and shall be renewable based on satisfactory performance and availability of funding for the duration of the project. The Duty shall be Mogadishu, with field visits as and when necessary.

Interested consultants must provide the following: (i) Curriculum Vitae (CV), in World Bank Prescribed format with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, July 2016, revised November 2017, August 2018 and November 2020 and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
