(Individual Consultant: Civil Engineer Specialist) for the Project

The Federal Government of Somalia has received Financing from the African Development Bank towards Households’ Access to Renewable Energy and Advanced Clean Cooking Technologies (HAREACT) in which the Ministry of Energy and Water Resources (MoEWR) intends to apply part of the proceeds of HAREACT to recruit Individual Consultant.

The Ministry of Energy and Water Resources will establish a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination and implementation of the HAREACT Project. The Ministry intends to engage an individual consultant to work as Civil Engineer Specialist within the PIU.

The Ministry of Energy & Water Resource (MoEWR) of the Federal Government of Somalia is seeking an Individual Consultant as a Civil Engineer Specialist to support the AFDB funded HAREACT Energy Project.

Skills and Qualifications
The candidate should have the following desired qualifications and experience:

Ø A Bachelor’s degree in Civil Engineering/ Structural Engineering from a recognized University is required.

Ø A Master’s Degree from an accredited University in Engineering, Project Management,

Business Administration or related field will be an added advantage.

Ø Possession of Project Management Certificate is an asset.

Ø At least five (5) years or more of experience in designing and supervising construction of civil and structural works particularly, Energy Infrastructure projects is required.

Ø Experience in designing and supervising construction of buildings is desirable.

Ø Work experience with an international organization particularly AFDB, WB and/or UN Agencies is an asset.

Ø Knowledge of AFDB, WB/UN rules and regulations are an advantage.

Ø Experience in computer design software, particularly AutoCAD latest version is required.

Ø Experience in computer scheduling software, particularly Primavera and/or MS Projects is desirable

Ø Proficiency in the use of computers and cloud-based of software packages (Google Suite) is desirable.

Ø Computer ability in using specialized Civil Engineering design software is desirable.

Ø Experience in handling web-based management systems is desirable

Ø Written and spoken fluency in English language required and written and spoken fluency

in Somali will be an added advantage,

The Civil Engineer Specialist (Individual Consultant) will provide the following key tasks, roles and responsibilities to support the Civil Engineering activities and HAREACT Project at the Ministry of Energy and Water Resources of the Federal Government of Somalia:

ü Engaging relevant Project Team Members during the implementation of the design and the implementation of rehabilitation, construction, and infrastructure activities as per the project requirements, assessing and incorporating the extent of their input into the projects.

ü Preparing progress reports on rehabilitation, construction, and infrastructure activities,

according to the agreed timeframe of works and submission of such on a weekly basis to the Project Manager.

ü Planning, supervising, and managing the checking, verification of the quantity survey, payment requests submitted by Consultants/ Suppliers/ Contractors, and submit detailed reports in this respect with recommendations to the Project Manager.

ü Support in maintaining records for all site memos and instructions, inspections, testing, shop drawingsreview, measured quantities of work and material on site, photos, etc.

ü Participate in identifying risks, proposing mitigation measures and solutions, and escalate issues wheredeemed necessary.

ü Planning, supervising, and managing project closure plans, and reporting back to the Project Manager. Participating in site meetings as and when needed.

ü Assisting the Project Manager in the timely preparation of various types of reports (Monthly, quarterly, semi-annual, annual, ad-hoc, etc..) and presentations pertaining to the implementation of the projects.

ü Supporting Quarterly Assurance, HSSE, and PSEAH inspections and reporting, following up with Project Team Members to prepare reports on incidents and provide information for daily/ weekly/ monthly/ quarterly assurance and yearly reporting to the Head of Programme and the Project Management

The individual consultant (Civil Engineer Specialist) reports to the project coordinator of the PIU under the Ministry of Energy and Water Resources. The duty station will be in Mogadishu

The MoEWR now invites Individual consultants to indicate their interest in providing the above-described services. Interested individual consultants shall provide information on their qualifications and experience demonstrating their ability to undertake this Assignment (curriculum vitae, description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.).

A shortlist of three to six individual local Experts will be established at the end the request of expressions of interest.

The consultants will be evaluated on the following criteria on the basis of their updated resume.

General qualification related to the assignment 30%

Adequacy for the assignment: having experience in designing and

supervising construction of civil and structural works particularly, Energy

Infrastructure projects 40%

Relevant experience related to the management of the project procurement

activities and knowledge of donor funded projects an added advantage and Relevance credentials for similar position. 20%

Language proficiency in English and Somali 10%

Total 100%

The expected contract start date is November 2024 and the estimated duration of services is 12 months. The contract may be extended for additional period depending on satisfactory performance of the consultant and availability of budget.
