POSITION REPORTS TO FMS Specialist
1. PROJECT BACKGROUND:
USAID’s Somalia People-Centered Governance (PCG) Activity is a five-year program promoting more effective and legitimate local governance in Somalia. Through various interventions, the Activity will encourage inclusive, fair, and transparent behaviors and decisions that increase the legitimacy of District Councils (DCs). PCG brings citizens and DCs together to co-design activities that build a strong foundation for sustainable, inclusive governance processes and service improvements.
USAID PCG will promote more legitimate and effective local governance in southern Somalia and, in doing so, provide a credible alternative to al-Shabaab rule. Interventions under Intermediate Result 1 (“DCs are fairer and more inclusive”) seek to enhance the legitimacy of the Somali state by supporting districts to better manage resources and disputes (sub-IR 1.1) and promote more inclusive decision-making processes (sub-IR 1.2). Interventions under Intermediate Result 2 (“Improved performance of DCs”) seek to improve the performance – or effectiveness – of the Somali state by supporting districts to better respond to citizen priorities (sub-IR 2.1) and become more sustainable (sub-IR 2.2).
The USAID People-Centered Governance (PCG) Activity is supporting local governments in southern Somalia to improve their effectiveness and legitimacy. To accomplish this objective, the project implements activities aligned with two mutually interrelated and reinforcing immediate results, IR1) that District Councils (DCs) are fairer and more inclusive and IR2) that DCs improve their performance. PCG will engage at the Federal, State and local levels and will eventually work in several districts within four states (i.e. Galmadug, Hirshabelle, Jubaland, and South West) Federal Member States of Somalia.
2. ROLE’S PURPOSE:
The M&E and Logistics Officer is a key member of the PCG team, reporting directly to the FMS Specialist This role serves a dual purpose, primarily focusing on ensuring efficient logistics management for project
activities while also overseeing the monitoring and evaluation processes. The M&E and Logistics Officer plays a critical role in supporting the smooth execution of project initiatives and tracking their progress, outcomes, and impact. The M&E and Logistics Officer will be based in Abudwak District.
3. KEY DUTIES AND RESPONSIBILITIES:
Monitoring and Evaluation:
• Oversee the collection of data and information relevant to project activities and outcomes, ensuring the accuracy and completeness of data.
• Analyze project data to track progress, assess the achievement of project objectives, and identify areas for improvement.
• Prepare regular M&E reports for the FMS Specialist and MEL Director, summarizing findings, trends, and recommendations for informed decision-making.
• Ensure that project activities are implemented in accordance with established standards and best practices and contribute to continuous quality improvement.
• Collaborate with the team to facilitate learning from M&E findings, making recommendations for project adjustments and adaptations as necessary.
• Support the production of success stories related to community involvement in the PCG project, including writing and capturing high-quality photos at events that demonstrate productive engagement by community members.
• Coordinate closely with the communication team to ensure that GEYSI initiatives and perspectives are effectively promoted and highlighted in project communication materials and visibility events.
• Collaborate with the monitoring, evaluation, and learning team to ensure that gender and inclusion mainstreaming performance is assessed using target indicators that measure the participation of women and youth, as well as consistent disaggregation of data by gender and other inclusion factors.
• Other duties assigned by the FMS Specialist and MEL Director that are consistent with the overall focus of the assignment.
Logistics Management:
• Work closely with the project team (Procurement Officer, Finance officer, FMS Specialist) to plan, coordinate, and execute all procurement and logistics requirements for project events, meetings, and activities.
• Identify suitable vendors and suppliers for project materials, services, and equipment. Negotiate contracts, manage relationships, and ensure timely delivery.
• Identify and secure suitable venues for project activities, ensuring they meet the specific requirements and accessibility needs of participants.
• Arrange transportation, accommodation, and related logistics for project staff, stakeholders, and participants as needed.
• Procure and manage project-related materials, equipment, and assets, ensuring their proper maintenance, storage, and utilization.
• Assist in developing and monitoring logistics budgets, ensuring cost-effective solutions without compromising quality.
4. REPORTING
The M&E and Logistics Officer reports directly to the FMS Specialist and collaborates closely with the district commissioner and council members to ensure the successful implementation of PCG
Skills and Qualifications
• Bachelor’s degree in a relevant field (e.g., Logistics Management, Monitoring and Evaluation, Project Management).
• Strong organizational and logistical skills, with attention to detail.
• Ability to work collaboratively with diverse stakeholders and communities.
• Proficiency in data collection and analysis tools.
• Excellent communication and interpersonal skills.
• Ability to work under pressure and meet deadlines.
• Experience in logistics management for projects and monitoring and evaluation processes is preferred.
• Proficiency in relevant software and tools, including spreadsheet applications and data analysis software.
• Experience in project management and citizen engagement initiatives is preferred.
• Candidate`s who have prior experience in the local context is preferred highly.
• Technical experience exposure in governance programs is highly desired.
• Strong computer skills (MS Office Suite) preferred.
• Excellent written and verbal communication skills required, and strong interpersonal skills are also preferred.
• Fluency in both English and Somali is required.
