Qualification

Minimum of 5 year/s of demonstrable relevant experience in Monitoring, Evaluation, Accountability & Learning (MEAL), including remote M&E experience (essential).
Geographical experience

Minimum of 5 year/s of experience in Africa (essential).

Overview of position

In the recent past, Somalia has experienced adverse weather conditions with both drought & flooding situations affecting the region. Our client continues to implement project activities to mitigate the situation as well as offer solutions that can provide preparedness.

These regions have had growing projects activities with an aim of to mitigate the imminent resource based conflicts, improve environmental desertification control through innovative, conditional livelihood support among the different socio economic groups living in the region & its surrounding pastoral villages.

With the need for proper coordination of the WASH reporting, there is need to have a well experienced staff to fill in the growing gap brought about by increased activities in the region.

Under the overall supervision of the Senior Program Coordinator (Emergency & Post Crisis) & direct supervision of WASH Senior Program Manager, the National Program Officer (Monitoring, Evaluation & Reporting) will be responsible for coordinating the activities of the program’s monitoring, evaluation & reporting.

Role objectives

In collaboration with the Field Officers develop & implement M&E plans to measure progress towards the project objectives, outcomes & outputs to inform donor reports.

Coordinate & supervise the overall M&E activities, including the collection & analysis of quantitative & qualitative data.

Keep track of the status of indicators that were set for the project, including our clients Strategic Results Framework (SRF) indicators.

Regularly update & maintain M&E database & ensure quality, accuracy & consistency of data.

In coordination with the Field Officers & WASH staff, document challenges, deviations, human interest stories, good practices & lessons learnt.

In coordination with the Field officers, facilitate regular feedback from beneficiaries, Field Officers & other stakeholders on project activities.

Coach, train & mentor WASH staff to strengthening their M&E capacities.

Support the implementation of third party M&E & annual learning events.

Undertake duty travel relating to monitoring, evaluation, assessments, etc.

Contribute to monitoring reports, case studies, advocacy, research / survey tools & upon request of Project Officer, gather & consolidate inputs to donor reports.

Participate in relevant conferences, workshops, working groups, interagency coordination meetings & other forums & provide feedback to the Project Officer.

Inform the Project Manager’s decision making on resource mobilization & management.

Perform other related duties as required.

This role works under the overall supervision of the Senior Program Coordinator (Emergency & Post Crisis) & direct supervision of WASH Senior Program Manager.

Skills and Qualifications
Key competencies

Bachelors degree in political or social science, business administration, international relations, human rights, law or any other related field from an accredited academic institution with 2 years of relevant professional experience or a master’s degree of equivalent or higher in the above fields.

Experience in Monitoring, Evaluation, Accountability & Learning (MEAL), including remote M&E is required.

Experience in collecting & analyzing quantitative & qualitative data is required.

Prior experience in implementing activities at field level in Somalia.

Experience in working with WASH is a distinctive advantage.

Experience working in Mogadishu is an advantage.

Strong analytical & writing skills using the Microsoft Office (e.g., Word, Excel, Power Point forms).

Knowledge in M&E concepts, approaches, technics & tools, including the OECD – DAC evaluation criteria.

Excellent interpersonal, communication & teamwork skills to establish & maintain effective working relationships with people of diverse cultural & national backgrounds.

Fluency in English & Somali is required (oral & written).
