Overview of position
Our client is one of the major humanitarians & development actors in Somalia. their Shelter & Non Food Items (S / NFI) unit currently implements projects focused on in kind distributions, Shelter & Cash Based Interventions (S / CBI). The program also maintains the common supply pipeline for cluster partners.
Under the overall supervision of the S / NFI Program Manager & direct supervision of Project Officer S / NFI, the National Operations Officer (S / NFI) will be responsible for close coordination with implementing partner & timely delivery of S / NFIs activities in close coordination with the field teams & in close collaboration with other units including CCCM, WASH, procurement, logistics, finance & security.
Role objectives
Under the direct supervision of the Project Officer:
Lead the coordination & implementation of our clients in kind distribution & shelter activities s including review prepare assessment reports, manage the procurement, transportation & release of stock items, monitor distribution activities as needed.
Serve as contact person / link between supervisor & project teams regarding project implementation / monitoring issues & information; on behalf of supervisor, keep others informed by conveying updated decisions, latest reports & other relevant information; bring sensitive & urgent matters to the attention of the supervisor.
In collaboration with the S / NFI Project Officer, plan, mainstream, implement, monitor & evaluate project activities in accordance with the work plans & courses of action established in the project documents.
In coordination with the S / NFI Project Officer, plan, implement, monitor activities & coordinate with the felid team, the transfers of relief goods, monitor stock utilization in hubs, in kind distribution site selection, setup distribution activates & coordinate S / NFI / relief item replenishments as needed.
Process the requests of S / NFI implementing partners including preparation of the contracts / agreements, verification of the request, assessment & review the distribution reports in coordination with the S / NFI Project Officer.
Document activity report & maintain supportive documents for the projects (contractual documents, assessment, waybills, distribution records, payment requests etc.) in line with our clients internal regulation.
Regularly monitor the stocks & coordinate with the logistic, warehouse & security unit for the improvement of our clients warehouse condition & management to mitigate risks of supply loss.
Keep abreast of operational delays & deviations in relation to work plans & in collaboration with the S / NFI Project Officer, problem solve to insure timely delivery of project activities within the agreed required timeframe & project timeline.
In coordination with the S / NFI Project Officer & in close collaboration with the logistics & procurement unit, initiate the procurement process for project deliverables & facilitate timely supply of commodities / services for field operations.
Monitor the day to day implementation of shelter activities & in kind distribution, including the undertaking of regular field visits & travel to field locations to check compliance with the project documents & our clients rules, regulations, policies & guidelines.
Draft progress & other required reports. Identify & document significant project events, decisions, problems or deviations & ensure that project data & information is archived & shared appropriately.
In collaboration with the S / NFI cluster, design & implement capacity building activities on assessment, distribution, monitoring & reporting for various implementing agencies for smooth implementation of the program.
Perform such other duties as may be assigned.

This role works under the overall supervision of the S / NFI Program Manager & direct supervision of Project Officer S / NFI.
Skills and qualifications
Key competencies
Master’s degree, preferably in logistics, business administration, international relations, social sciences, conflict management or a related field from an accredited academic institution or bachelor’s degree in the same field from an accredited academic institution with two years of relevant professional experience.
Experience in humanitarian response in emergency & conflict environments.
Previous working experience within the context of Somalia is essential.
Experience in planning & execution of in kind distribution & shelter activities within Somalia is an advantage.
Knowledge of cluster system.
Knowledge of financial & procurement rules & regulations.
Ability to work with limited supervision.
Delivers on set objectives in hardship situations.
Fluency in English & Somali both written & spoken is required.
Working knowledge of Arabic is an added advantage.
