TERMS OF REFERENCE FOR PROVISION OF TRAINING ON USE AND MAINTENANCE OF FISHING INPUTS.

Background:

Nabadoon Reconciliation Activity (Nabadoon) is implemented by CRS and its implementing partners SSWC and CPD. This five-year, Nabadoon program is implemented in four districts in southern Somalia: Afgoye, Barawe, Jowhar and Warsheikh. The project aims to lay the foundations for transforming intercommunal conflict in targeted communities through achieving three strategic objectives i.e., i) strengthened social ties in AS recovered districts, ii) conflict-affected communities working collaboratively to strengthen livelihoods iii) build consensus around inclusive resource-sharing and responsive service delivery.

The Center for Peace and Development (CPD) has distributed fishing inputs such as boat engines, fishing nets, and ropes to support social cohesion in Warsheikh District. To further this initiative, CPD, through the Nabadoon Project, seeks to capacitate beneficiaries with the necessary knowledge and skills to effectively use and maintain the provided fishing equipment. This second phase of the project aims to ensure that fishermen can maximize the benefits of the equipment and enhance their fishing techniques.

Based on the above, CPD is soliciting training services to provide comprehensive training to the beneficiaries on the use and maintenance of the distributed fishing equipment and to improve their overall fishing skills.

Objective:

To recruit a qualified trainer to provide comprehensive training to the beneficiaries on the use and maintenance of the distributed fishing equipment and to improve their overall fishing skills.

Scope of Work: The selected trainer will be responsible for the following tasks:

1. Needs Assessment: Conduct an initial assessment to understand the specific training needs of the beneficiaries.

2. Training Program Development: Collaborate with the project team to design a customized training program that addresses the identified needs. This program should cover:

o Proper use of boat engines o Maintenance of boat engines

o Effective use of fishing nets and ropes

o General fishing techniques and best practices

3. Training Delivery: Conduct training sessions in Warsheikh District, ensuring that all beneficiaries understand and can apply the skills and knowledge provided. This includes:

o Practical demonstrations

o Hands-on practice

o Theoretical knowledge

4. Follow-Up Support: Provide follow-up support to the beneficiaries to address any challenges they may face in applying the new skills and maintaining the equipment.

5. Reporting: Prepare and submit a detailed report on the training activities, including an evaluation of the beneficiaries’ progress and any recommendations for further support.

Deliverables:

A comprehensive training program tailored to the needs of the beneficiaries. Successful delivery of training sessions to all designated beneficiaries.

Follow-up support plan.

A final report summarizing the training process, outcomes, and recommendations.

Skills and Qualifications
Evaluation Criteria, Qualifications and Experience:

Proven experience in conducting training on fishing techniques and equipment use.

In-depth knowledge of boat engines, fishing nets, ropes, and general fishing practices. Experience working with fishing communities, preferably in conflict-affected or low-

resource settings.

Strong communication and interpersonal skills.

Ability to develop and deliver practical, hands-on training sessions.

Duration: The training is expected to take place over a period of 3 days, with follow-up support provided as needed.
