1- Role

The Financial Administrative and Support Services Group provides extensive management and administrative services to all functions in the Central Bank of Somalia. It is responsible for the planning and coordination of Bank operations, organizational planning, and management of Board resources. In this role, it formulates and implements policies on general administrative support, human resources, and finance. The Human Resources Division administers the CBS’s program.

2- General Description

The Recruitment and on Boarding Officer will facilitate new hires for the Central Bank of Somalia, responsible sourcing and attracting candidates through internal and external recruitment methods.

3- Duties and Responsibilities

Ø Responsible for sourcing, hiring, and employee acquisition processes.

Ø Ensuring that talent acquisition projects fall in line with organizational objectives.

Ø Cultivating a culture of excellence and developing clear objectives for talent acquisition.

Ø Creating and proofing guidelines for hiring practices within the organization.

Ø Building relationships with key organizations, bodies, and institutes.

Ø Participating in meetings with talent acquisition managers and other executives.

Ø Collaborating with hiring managers to ensure the effective sourcing and retention of talent.

Ø Creating onboarding and guiding training initiatives and education policies.

Ø Producing regular reports on talent needs, acquisitions, and plans.

Ø Presenting hiring, talent, and employment-related reports to members of the organization.

Ø Work with hiring managers to create job advertisements.

Ø Conduct regular follow-up with managers to determine the effectiveness of recruiting plans and implementation

Ø Develop a pool of qualified candidates in advance of need

Ø Charged with coordinating all recruitment interview sessions with help of division head and other the Central Bank.

Ø Administer and coordinate job acquisition, job classification, and job evaluations.

Ø Interpreting and then advising colleagues on employment laws and CBS internal rules.

Ø Supporting full life cycle recruitment campaigns, by organizing recruitment exercise both external and internal.

Ø Handles and is responsible for recruitment related administrative duties and recordkeeping

Ø Screen candidates resumes and job applications

Ø Assess applicants’ relevant knowledge, skills, soft skills, experience and aptitudes

Ø Create and implement effective on-boarding plans.

Ø Support the implementation of all on-boarding activities (issuance of contract letters to all recruits, orientation and induction programs, induction programs, introduction of new recruits to key department units to ensure smooth on-boarding process).

Ø Checking out past references/employment history of the candidate.

Ø Negotiating rates with external recruitment agencies and applicants

Ø Screening applicants who have applied for jobs.

Ø Giving feedback to job applicants on their applications and interviews

Ø Provide analytical and well documented recruiting reports to the rest of the team

Ø Generate adhoc reports and provide data in the form of analytics

Ø Monitor and apply HR recruiting best practices

Ø Act as a point of contact and build influential candidate relationships during the selection process

Ø Promote the Bank’s reputation as “best place to work”

Ø Undertake any other duties that may be assigned

4- Deliverables

The recruitment and on-boarding officer will be responsible to produce the following deliverables:

o Generation of periodic risk mitigation strategy reports o Quarterly and year-end annual recruitment reports

o Annual preparation of the talent strategy and recruitment plan o Quarterly and year-end annual employee turnover reports.

o HR talent metrics

Skills and Qualifications
Education:

o Bachelor’s degree in human resources or business administration and/or equivalent experience

Experience:

o At least 4 years practical HR experience

Language:

o Operationally fluent in both Somali and English.

6- Functional and Organizational Skills

o Assess problem situations, identify possible solutions, and make recommendations and/or resolve the problem.

o Must be accountable, responsible and risk averse. o Possess initiative and solid persuasion skills.

o Possess good negotiation skills.

o Possess advance multi-tasking skills.

o Hands-on experience with Human Resource Information Systems (HRIS) or Human Resource Management Systems (HRMS)

o Communication skills & Interpersonal skills
