About the Central Bank of Somalia (CBS)

The Central Bank of Somalia was established in 1968 as the country’s financial regulatory institution. After years of insecurity, fragility, and economic decline due to the collapse of the state in 1991, The Central Bank was revived and strengthened with the CBS Act of 2011. Role
The Currency and Banking Operations Group carries out a broad range of functions for the Central Bank of Somalia to provide a broad range of financial banking services to the state and its institutions (Public Sector) and for those who have current accounts at the CBS. It also provides additional services such as maintaining the legal reserves for commercial banks and rediscounting both commercial and financial papers. It also the accountant will manage all fees invoicing and financial transactions, from fixed payments and variable expenses to branch.

General Description
The Assistant accountant officer is responsible for working on the branch financial bookkeeping and records at the branch. S/He is responsible for ensuring that transactions of payments, cheques, and branch expenses are made correctly. He is also responsible for the reconciliations between customer accounts and physical documents to make sure nothing has been omitted. The reasonability of the accountant also covers reconciling with the cashiers and the production of daily and/or monthly reports required by the Accounting FMS or any other customer holding account at the branch.

Main Duties and Responsibilities
· Assist Accountant officer transactions through the National Payments system ACH and RTGS.

· Cooperate with the Accountant officer of the branch on daily business flow inward and outward of the state projects.

· Maintaining accurate financial records

· Ensure timely bank payments

· Report on the branch of financial health and liquidity

· Manage daily all branch accounting transactions as instructed by the accountant officer.

· Publish statements at any time required by the clients

· Handle daily closing statements with the accounts division as reconciliation

· with the ability to use computer account systems/applications

· Ensures all deposits and payments are correctly processed

· Assist the accountant officer with improvements in the areas of accounting policies and regulations.

Skills and Qualifications
Education:

Bachelor’s degree in finance, economics, accounting, or business administration and/or equivalent experience.
Experience:

At least 2 years of practical experience in the fields of Banking operations, investment, and/or treasury operations. Strong demonstrated ability to manage objectives effectively.
Language:

Operationally fluent in both Somali and English, in both speaking and writing.

Functional and Organizational Skills
· Possess a demonstrated understanding of the accounting and operations of bank.

· Possess in-depth knowledge of applicable laws and regulations as they relate to Accounting and Financial Policies.

· Behave consistently with the CBS codes of ethics and ensure that the behavior of others is consistent with these codes.

· Establish and maintain positive working relationships with others both internally and externally.

· Possess effective written, oral, and interpersonal communication skills.

· Assess problem situations, identify possible solutions, and make recommendations and/or resolve the problem to the head in eliminations of inefficiencies and gap at the division or the department at large.

· Must be accountable, responsible and risk averse.

Computer Skills

• Documented experience with relevant accounting applications and familiarity with PC software applications.
