Job Title: Programme Policy Officer – Food Systems & Resilience
Contract Type/Grade: Fixed Term NOB.
Duty Station: Beledweyne, Somalia
Contract Duration: 1 year (Initial).

JOB PURPOSE:
The job holder will work under the direct supervision of Head of Programme, Beledweyne Field Office, and technical guidance from the
Strategic Outcome Three (Climate Smart food Systems) Manager at Country Office, receiving guidance and regular feedback from the Head
of Programme and Senior Management as and when necessary. The incumbent will work closely with the different technical units (School
Feeding, Nutrition, Partnerships, Gender & Inclusion, Accountability to Affected Populations, and Planning, Monitoring & Evaluation, among
others) in the Area and Country Offices, external stakeholders including Government, UN Agencies and International/National NGOs to
develop/coordinate/implement interventions related to climate smart food systems, livelihoods and resilience, climate change adaptation,
agribusiness, rural finance, and market linkages, and capacity strengthening.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
• Contribute to the implementation of WFP Somalia Country Strategic Plan-CSP (2022 – 2025) corporate policies and programmes
aligned with national policies especially related to Economic Development and Improving Social and Human Development, and
wider UN Cooperation Framework, with strategic focus on areas related to climate smart food systems, livelihoods, and resilience.
• Analyze technical and policy documents, strategies, and programmes – especially at State level, and relevant data and information
including for example, trends and developments, approaches, impacts, lessons, and good practices related to climate smart food
systems, livelihoods and resilience and translate them into WFP’s thematic focus areas.
• Provide technical and supervisory support for timely, effective, and efficient implementation of WFP’s Food Systems, livelihoods,
resilience and assigned cross thematic areas, particularly around food value chains involving smallholder farmers and cooperatives.
• In collaboration with other technical units and identified partners/stakeholders, support the implementation of food systems
initiatives and policies by translating into field implementation activities.
• Provide technical support in programmes development or developing/designing project concepts/proposals and contribute to
resource mobilization for relevant CSP activities.
• Support in developing and reviewing information materials, technical papers and guidelines related to WFP’s work on climate smart
food systems, including agricultural value chains, market system development, community development, climate change, digital
solutions/technologies; government – private sector and UN Partnerships etc.
• Coordinate and support in establishing strategic and operational partnership with identified relevant Government of Hirshabelle
State ministries and agencies, UN Agencies, Academic institutions and other like-minded public and private sector organizations and
provide technical assistance as and when required.
• Coordinate and supervise the cooperating partners and actively monitor progress and performance, ensuring that project deadlines
and targets are met.
• Contribute to the appraisal of capacity building needs of partners and beneficiaries related to climate smart food systems,
livelihoods, and resilience; and contribute to developing training materials and to training courses and activities and provide
technical guidance for field staff, cooperating partners, and communities.
• Support the monitoring, evaluation, and knowledge management of the projects specifically as it relates to climate smart food
systems, livelihoods, and resilience. Support in result-based management of relevant climate smart food systems and related
activities including accurate and timely results reporting and knowledge management.
• Contribute to the organization of and/or participate in meetings, conferences, workshops, consultations, and field visits as needed;
contribute to building collaborations and partnerships.
• Provide technical assistance to other units within WFP (nutrition, school feeding and others) in making sure WFP’s climate smart
food systems, livelihood and resilience programmes are integrated and nutrition sensitive and climate resilient.
• Review, analyze and verify report documents and ensure accurate, timely recording of data within the specific technical area of
work and consistency of information presented to stakeholders.
• Perform other related duties as assigned by the immediate supervisor.

Skills and qualifications
Education:
• Advanced University degree in agriculture, agribusiness, agronomy, environment and climate change, rural development, or other
fields relevant to international development assistance, Or First University degree with additional years of relevant work experience
and/or training/courses.
Experience
• At least three (3) years of postgraduate professional experience in programme implementation, including serving as a field
programme manager and implementing programmes focused on the agriculture value chain or resilience. Demonstrated technical
expertise in various programme approaches with agriculture-oriented organizations.
Language Proficiency:
• Fluent knowledge (proficiency/level C) of English and Somali language.
Other Skills
• Understanding on how to monitor technical activities related to irrigation, production, post-harvest loss management, and market access
with smallholder farmers and producer associations.
• Experience working and coordinating/liaising with multi-stakeholders including Government, Donors and UN Agencies, through good
negotiation skills and ability to communicate effectively, has provided input into policy discussions and decisions.
• Ability to write clear and concise technical documents in short deadlines, with multi-tasking skills.
• Ability to effectively work and operate in English and Somali Language.
