Job Description:

Job Purpose

The Food Programming Compliance Manager will provide programmatic oversight within the food programming portfolio, focusing on compliance with donor(s) and World Vision International (WVI) food assistance policies, guidelines, and standards. This role will also lead efforts to prevent post-aid diversion within the WV Somalia operations.

The ideal candidate will have experience using technologies such as Last Mile Mobile Solution (LMMS), WFP SCOPE, and Partner Connect, among other humanitarian donor systems used to manage targeted beneficiary data and distribute humanitarian assistance. This experience is crucial for mitigating the risk of aid diversion in dynamic and fragile contexts in Somalia. This role requires extensive experience working with food and cash-based transfer (CBT) donors such as WFP, USAID-BHA, USDA, ECHO, etc.

Additionally, the candidate should be able to build staff skills on all donors and WVI policies, guidelines, and standards. The incumbent will be expected to work collaboratively with the Programme Development and Quality Assurance Unit and relevant teams to ensure compliance with these policies, guidelines, and standards, as well as support programme development and design.

Key Job Responsibilities:

(a) Compliance and Risk Management System Establishment.

Ensure all food and cash assistance teams adhere to the donor(s) and WVI policies, guidelines, and standards for food and cash assistance programming.
Ensure food and cash assistance compliance with relevant local and international guidelines and standards for food and cash programming (e.g. Sphere Standards, Codex Alimentarius, International Red Cross and Red Crescent Movement Guidelines etc.
Develop and implement compliance monitoring systems and processes.
Conduct regular Enterprise Risk Management exercises, audits, and reviews with the Food and Cash Assistance Manager to identify potential compliance risks and implement corrective actions.
Provide training and support to staff, implementing partners, and consortium members on compliance issues and food and cash transfer procedures.
Lead the coordination of the Vulnerability Targeting intervention by mobilizing Project Coordinators to train enumerators, supporting the Project Manager in government and community engagement, and assisting the MEAL manager in monitoring roll-out and establishing the AAP mechanism.
Act as the Post Distribution Aid Diversion (PDAD) technical lead, representing World Vision in all forums.
Develop and implement systems and mechanisms to combat and prevent aid diversion within the supply chain.
(b) Operations Compliance Support.

Provide ongoing technical support to the food and cash assistance teams in all regions of WV Somalia during the entire project life-cycle.
Support the food and cash assistance teams in setting up projects and provision of orientation during start-up workshops.
Support the Food and Cash Programming Lead to develop relevant Standard Operating Procedures (SOPs) for end-to-end management of the food and cash assistance provision activities.
Support digital registration and beneficiary data management, including the use of WVI LMMS/ITS and donor systems such as WFP SCOPE;
Ensure timely submission of the donor(s) and WVI program narrative (including food and cash distribution) and finance reports.
Conduct routine visits to WV Somalia and their implementing partner sites for compliance monitoring and operational support.
Ensure all food and cash assistance projects use the latest project management tools (i.e. Detailed Implementation Plans (DIP) budget, Monitoring, Evaluation Accountability and Learning (MEAL) Plan, Indicator Tracking Table (ITT), Terms of Reference (TOR), SoPs, risk registers, etc.).
(c) Donor(s) and Stakeholders Engagement.

Build and maintain productive working relationships and partnerships with key food and cash assistance donors, INGO, and LNGO partners, local government partners, the private sector, and other stakeholders on all matters related to food and cash assistance operations risk management.
Collaborate with donor(s), UN agencies, INGO and LNGO partners on strategic interagency initiatives for combating Post Distribution Aid Diversion of food and cash assistance.
(d) Safeguarding Responsibilities

Adhere to the WV child and adult safeguarding policies and ensure the protection principles are integrated into the daily work.
Timely report any safeguarding allegations and incidents through the Ethics Point and all other provided channels.
Support the Food Programming Lead and Project Manager to create a safeguarding environment within the food and cash assistance projects.
Supporting the staff and teams to report and utilize the WVS (SIPP) safeguarding incident management plan.
Ensure the use of the Checklist for intake of information for GBV incidents to refer cases for redress.
Use the flash incident report if the situation warrants the support of the Senior Leadership Team (SLT) and especially the WVS Country Director.
Skills and qualifications
Required Education, Qualifications/Knowledge for the Role:

Bachelor’s degree in a relevant field (Agriculture, Social Sciences, Agricultural Engineering, Livelihoods, etc.).
At least 5 years of experience in the design, implementation and management of food and cash-based transfer (CBT) programs funded by donors such as WFP, USAID-BHA, USDA, ECHO, etc.
Experience in managing diverse team’s management and collaboration, including working with international staff.
Experience in collaborating with local and international humanitarian partners.
Experience in setting up and managing MEAL systems within a humanitarian assistance programming context.
Experience in coordinating and collaborating with multi-agency programs and developing consortiums/networks.
Experience in coordinating and collaborating with private sector players in positioning for new funding opportunities.
Strong interpersonal and communication skills.
Good business-oriented verbal, visual, and written communication skills.
Ability to manage multiple, simultaneous demands and willingness to take on new tasks on an ad hoc basis as assigned by the supervisor.
Ability to work both independently and as part of a team in a high-pressure environment while adhering to deadlines.
Excellent interpersonal and problem-solving skills, with creativity and flexibility, and the ability to coordinate and build consensus.
Skills in resilience and livelihood programming are an added advantage.
Proficiency in MS Office and the use of IT facilities for information-sharing and/or database management.
Preferred Knowledge and Qualifications:

Experience in proposal development and budgeting.
Experience in food and cash assistance project management.
Establishment of effective and efficient Monitoring Evaluation Accountability and Learning systems.
Familiarity with food and cash assistance donor(s) e.g. WFP, USAID-BHA, USDA, ECHO, etc, policies, guidelines and standards.
Familiarity with WVI food and cash assistance policies, guidelines and standards.
Travel and/or Work Environment, Language Requirement:

Field-based in Dollow/Baidoa, Somalia
Up to 80 % of travel within Somalia.
English with Somali, an added advantage.
