Terms of Reference (ToR) for Climate Peace and Security Advisor
Position: Climate peace and security Advisor
Location: Office of National Security, Somalia
Reports to: National Security Advisor
Contract Duration: One year
1. Background and Rationale
Climate peace and security poses a significant threat to national security, particularly in regions already facing instability. In Somalia, climate-induced risks such as extreme weather events, droughts, and resource scarcity exacerbate conflicts, displacement, and economic instability. The integration of climate change considerations into the national security framework is crucial for addressing these interconnected challenges. Therefore, the Office of National Security seeks to engage a Climate Change Advisor to ensure that climate risks are systematically integrated into security sector strategies and national security policies.
2. Objective of the Role
The primary objective of the Climate peace and security Advisor is to provide strategic guidance and expertise to the Office of National Security on the integration of climate change risks into security strategies, in particular in the Federal Member States (FMS). This includes assessing the impact of climate change on national security, developing policies, and building the capacity of security sector actors to address climate-related threats.
3. Main Areas of Work
3.1. Climate Risk Assessment and Analysis
• Collect available data and assessments of climate change impacts on national security, including but not limited to resource scarcity, population displacement, and conflict dynamics.
• Ensure that analyses and climate data, including trends that have potential security risks, are communicated effectively to the Office of National Security (ONS) and the State Security Offices (SSOs).
• Collaborate with national and international climate experts to stay updated on the latest climate science and security implications for Somalia.
3.2. Policy Development and Integration
• Lead the development of policies and strategies that integrate climate change considerations into the national security strategies and State Security Strategies.
• Ensure that climate risks are incorporated into existing security sector strategies, including those related to conflict prevention, disaster response, and resource management.
• Provide guidance on the development of climate-resilient security infrastructure and operations.
3.3. Capacity Building and Training
• Design and deliver training programs for security sector personnel on the nexus between climate change and security.
• Develop tools and resources to enhance the capacity of security agencies to anticipate, mitigate, and respond to climate-related security threats.
• Foster collaboration between the security sector and other government agencies, NGOs, and international organizations to build a cohesive response to climate-related risks.
3.4. Stakeholder Engagement and Coordination
• Engage with key national and international stakeholders, including government ministries, humanitarian organizations, and development partners, to promote a coordinated approach to climate change and security sector.
• Represent the Office of National Security in relevant national and international forums on climate change and security.
• Facilitate the integration of climate change considerations into regional and global security dialogues involving Somalia and security, in particular in the context of the security transition.
4. Key Deliverables
• Climate Risk Assessment Report: A report that pulls together current and projected impacts of climate change on national security and state security in Somalia.
• Policy Recommendations: A set of policy recommendations for integrating climate change considerations into national and FMS security strategies, including specific actions for different security agencies.
• Training Modules: Development and delivery of training modules on climate change and security for security sector personnel.
• Stakeholder Engagement Plan: A comprehensive plan for engaging and coordinating with key stakeholders on climate security issues.
Skills and Qualifications
• Advanced degree in Climate Science, Environmental Policy, Security Studies, or a related field.
• At least 5 years of experience in climate risk assessment, policy development, and capacity building, preferably in conflict or post-conflict settings.
• Strong understanding of the security sector, particularly in fragile states or regions affected by climate change.
• Excellent communication, analytical, and interpersonal skills, with the ability to work effectively in a complex, dynamic environment.
