Overview of position
In the recent past, Somalia has experienced adverse weather conditions with both drought & flooding situations affecting the region. Our client continues to implement project activities to mitigate the situation as well as offer solutions that can provide preparedness.
These regions have had growing projects activities with an aim of to mitigate the imminent resource based conflicts, improve environmental desertification control through innovative, conditional livelihood support among the different socio economic groups living in the region & its surrounding pastoral villages.
With the need for proper coordination of the field activities, regular field monitoring, liaison with the contractors, other NGOs & the cluster as a whole & coordination with the line ministries, there is need to have a well experienced field staff to fill in the growing gap brought about by increased activities in the region.
Role objectives
Under the overall supervision of the Senior Programs Coordinator (Emergency & Post Crisis) & direct supervision of WASH Senior Program Manager, the selected candidate is expected to perform the following duties:
Provide state level leadership oversight in Dhobley by coordinating all program implementation for the region with government officials.
Support the running of WASH fieldwork exercises in the region whilst providing support to other states under special assignment.
Coordinate daily field activities in Dhobley while providing support to Hirshabelle & lower Juba states in general.
Liaise with inter agency & cluster partners & particularly the WASH cluster on coordination information.
Actively communicate with all the concerned stakeholders including different units, other implementing partners & our clients beneficiaries in respect of the organizational policies & procedures of communication.
Provide guidance & technical support to field based staff (including Hygiene Promoters & Enumerators) & Program Lead on M&E activities.
Support all communication needs by providing photos & videos when need be as well as sharing necessary figures for publishing.
In close coordination with the Wash Country M&E Officer, produce & provide high quality information for internal & external reports (e.g. monthly & quarterly internal reports, annual donor reports, M&E systems reporting & biannual institutional questionnaire, etc.).
Conduct regular field visits to field sites to oversee the ongoing WASH intervention in the region, identify & track follow up actions related to active programs’ M&E plan & suggest corrective actions as necessary.
Regularly liaise with other WASH implementing partners & assure proper information sharing among the partners.
Conduct additional tasks that may be assigned by the WASH Program Manager.
Project reporting
This role works under the overall supervision of the Senior Programs Coordinator (Emergency & Post Crisis) & direct supervision of WASH Senior Program Manager.
Skills and Qualifications
Key competencies
Bachelor’s degree in social sciences, business administration or development studies or a related field from an accredited academic institution with five years of relevant professional experience or high school degree in the same fields with minimum seven years of relevant professional experience.
Experience working in respective program / project preferably at field level, in emergency & conflict environments.
Experience in liaising with government authorities & other stakeholders.
Good knowledge of Dhobley & lower Juba states, the regions & districts is an advantage.
Must be based in the Dhobley.
Experience in working in an international organization & knowledge of the UN is essential.
In depth knowledge of the broad range of migration related subject areas dealt with by the organization.
Knowledge of UN & bilateral donor programming.
Knowledge of international fora & policy process in the areas of migration, climate change, environment, disaster risk reduction.
Knowledge of legal frameworks human rights approaches, soft law & protection issues related to environmental migration etc.).
Fluency in English & Somali is required (oral & written).
