Short Term Agreement – (May 1-15 June, 2024)

Background

The Somalia Floods Joint Response is a 6 months integrated humanitarian project implemented under the auspice of Dutch Relief Alliance[LE1] . The Dutch Relief Alliance is a coalition of 14 Dutch humanitarian organizations that have come together to establish a platform for improving coordination and cooperation between NGOs to enable them to better respond to major international crises in a timely and effective manner. The alliance members collaborate in humanitarian interventions through the consortium-delivering greater impact than members operating individually. The Netherlands Ministry of Foreign Affairs partners with the Dutch Relief Alliance by funding Joint Responses. Somalia Flood Joint Response is implemented by six alliance members with local partners including Help a Child/Medair, Plan International Netherlands, Oxfam Novib, Save the Children, Tearfund and World Vision. Local partners are KAALO, Social-Life & Agricultural Development Organization (SADO), Somali Relief and Development Action (SRDA), TAAKULO, Wamo Relief & Rehabilitation services (WRRS), and Zamzam Foundation. The project started in December 2023 with an expected date of completion of June 18 2024. The project is implemented in Beletweyne, Baidoa, Bardheere, Kismayo, Jowhar and Galkaio.

Purpose of this Assignment

Oxfam and DRA Somalia Flood Response Partners would like to recruit a photographer/videographer:

1) Who can take good quality photos, videos and video interviews;

2) Who can manage efficient post-production process and produce high-quality photos and video products; and

3) Who can produce photo stories.

DUTIES AND RESPONSIBILITIES

Scope of Work

§ Travel to Somalia Flood Joint Response project sites in consultation with, the Consortium Coordinator and the hosting SOMJR Partners in Beletweyne, Baidoa, Bardheere, Kismayo, Jowhar and Galkaio.

§ Capture good quality videos and conduct video interviews as per guidance.

§ Produce good photo and video products for use in websites, social media and publications.

Expected Outputs and Deliverables

The successful photographer/video professional will be responsible for delivering the following outputs:

§ Good quality still photos from the visits for use by Joint Response members in their websites, social media and publications.

§ Produce one video on the entire JR (eg shots from the activities, interviews with staff, showing maps with locations, explaining the project, which partners are involved and priorities etc)

§ Produce photo essays, photos stories, photo books as necessary (one item only from the possible 3 items).

§ Raw photos and video footage should be handed over to the Consortium Coordinator.

§ The photographer/videographer is expected to have a meeting/briefing with the communications and advocacy team and the Consortium Coordinator before the trip to discuss the workplan.

Please note that all pictures and videos taken should depict empowered people, rather than victims.

Institutional Arrangement

The Photographer/Video professional will report to Consortium Coordinator and will equally interface with Oxfam Policy and Advocacy Manager.

Duty Station

The Photographer/Videographer is expected to travel to DRA Flood Response Project sites in Beletweyne, Baidoa, Bardheere, Kismayo, Jowhar and Galkaio. The actual trip and work plan will be discussed prior to field deployment.

Skills and Qualifications
REQUIRED SKILLS AND EXPERIENCE

§ Fluent in English. Fluency in Somali language is desirable but not a requirement.

§ Excellent photography and videography skills.

§ Proven experience in working with any of the following Software: Adobe Photoshop, Adobe Premiere Pro, Final Cut Pro, etc.

§ Experience working for international organizations.

§ Ability to deliver high quality work even when under pressure.

§ Outstanding communication skills.

§ Meet the requirements for safeguarding including child safeguarding.

The consultant must send a financial proposal based on their professional rate daily. The total amount quoted shall be all-inclusive and include all costs components required to perform the deliverables identified in the TOR, including professional fee, per diem (meals, transportation, accommodation), communication costs and any other applicable cost to be incurred by the consultant in completing the assignment. The situation will be varied based on the assignment. Please note that in Somalia the tax rate is 6% tax for a National Consultants and 12% tax for International Consultants and this will be covered by the consultant.

Evaluation Method and Criteria

Individual consultants will be evaluated based on value for money and technically compliant offer. The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as both: a) responsive/compliant/acceptable, and b) offering the best value for money.

Technical Criteria for Evaluation (Maximum 70 points)

§ Relevant Portfolio with examples of photos and videos – Max 50 points

§ Experience in photo/video taking in similar contexts – Max 30 Points

§ Technical competency such as Adobe Photoshop, Adobe Premiere Pro – Max 20 points

Only candidates obtaining a minimum of 80 points would be considered for the Financial Evaluation.

§ Letter of Confirmation of Interest and availability.

§ Personal CV/Resume, indicating all experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

§ Links to previous work.

Incomplete proposals will not be considered.
