Organizational Setting
The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.
Reporting Lines
Under the overall supervision of FAO Somalia Representative, the direction of the Chief Technical Advisor of Food Security and Nutrition Analysis Unit (FAO/FSNAU), and the direct supervision of the Food Security Technical Manager.
Technical Focus
The Incumbent will lead food security assessment, monitoring, analysis, and report preparation in assigned region.
Tasks and responsibilities
• Maintain responsibility for analysis and reporting on the food security, livelihoods, market, and civil security situation in assigned regions.
• Contribute to the preparation of FSNAU’s seasonal food security and livelihoods assessment and monitoring plans and ensure their implementation in assigned Regions.
• Lead and coordinate foods security and livelihood assessment and monitoring activities in assigned regions.
• Supervise FSNAU market enumerators in assigned regions to ensure quality control and timely submission of data.
• Provide support to seasonal foods security assessment, livelihoods baseline assessments and training activities that take place in assigned Regions.
• Provide food security related training and technical support to government line ministries and their staff.
• Monitor and supervise the work of Market Enumerators to ensure quality and timely submission of market data.
• Prepare and submit monthly food security reports covering assigned regions.
• Represent FSNAU in UN, government and NGO interagency coordination meetings and working groups in assigned regions.
• Contribute to the analysis and write up of foods security related FSNAU publications.
• Undertake other tasks related to FSNAU as required.
Skills and Qualifications
Minimum Requirements
• University Degree in agriculture, rural development, social sciences, or equivalent from a recognized institution.
• At least 4 years of relevant experience in livelihoods, food security assessment, analysis, monitoring and reporting in Somalia.
• Working knowledge (level C) of English and Somali.
• Nationals of Somalia.
